Franklin County is seeking a compassionate, steady‑handed leader to guide our dedicated Social Services team as a Social Work Supervisor III. This role is central to ensuring that children, families, and vulnerable residents receive the highest standard of care.

The primary purpose of this position is to directly supervise social workers in the out‑of‑home portion of the Children’s Services Division. The supervisor is responsible for directly supervising the casework of social workers who carry a Permanency Planning/Adoption caseload and social workers responsible for foster/adoptive home licensing and recruitment.
Work Schedule
Monday through Friday 8:00 a.m. to 5:00 p.m. Supervisor is available after hours as needed and on a rotating basis to provide supervision and consultation to on‑call social workers for the agency. Employee will manage emergency shelters during times of disaster and serves as member of agency leadership team.
75% – Supervisory focus on permanency planning/adoption social workers. Ensure that social workers work toward timely permanence for children in agency custody. Guide staff in casework related to child protection, appropriate placement, and needed services.
Ensure compliance with NC General Statutes, administrative code, policies, and federal laws in practice and administrative functions. Maintain accurate, goal‑oriented case documentation in the NC FAST system.
Interact with attorneys, judges, guardians at litem, and other court officials to establish permanence for children promptly.
Supervise foster home licensing and recruitment staff. Guide recruitment of families, provide training, and oversee requirements for foster family licensure. Review and approve all adoptions, including agency, relative, and independent adoptions.
Provide rotating after‑hours on‑call supervision when the CPS Supervisor is unavailable, including screening, assigning cases of abuse, neglect, or dependency, and initiating legal actions to protect children.
Administrative duties: complete and monitor monthly, quarterly, and yearly reports on permanency planning and adoptions; manage monthly foster care billing and reimbursement; conduct staff evaluations and discipline; promote professional standards and ethics; represent the agency on community boards and task forces; work with Program Administrator on staff development and growth; undertake special projects as assigned.
Knowledge, Skills, and AbilitiesKnowledge of methods and principles of casework supervision and training; social work principles, techniques, and practices; behavioral and socioeconomic problems and their treatment; government and private resources; laws, regulations, and policies governing social work programs. Ability to supervise, train, orient lower‑level staff, students, interns, or other personnel; articulate ideas clearly, concisely, and execute work effectively.
DesirableEducation and Experience
• Master’s degree in social work from an accredited institution and two years of directly related experience; or a bachelor’s degree in social work from an accredited institution and three years of directly related experience; or a master’s degree in a human services field and three years of directly related experience; or a bachelor’s degree in a human services field and four years of directly related experience;
or a bachelor’s degree from an accredited institution and five years of directly related experience; or an equivalent combination of education and experience.
Must possess a valid North Carolina driver's license upon hire.
