Public Housing And/Or House Choice Voucher Program Support

Performs semiskilled support work pertaining to the occupancy and eligibility of Public Housing and/or House Choice Voucher (HCV) program; plans, organizes, and participates in the housing applicant interview and counseling process; prepares confidential and technical documents pertaining to leases and contracts; advises residents, participants and property owners of the Housing Authority on policies, regulations, guidelines and procedures. The position requires full accountability for assigned cases including accurate and complete files, resolution of customer service cases, and responsiveness to participant and landlord inquiries.

Assist with other duties as needed or assigned.

Qualification Requirements

  • Manage an assigned caseload of HCV participants.
  • Conduct annual recertification's within required time frames; completes interim recertification's as required.
  • Participate in participants briefings.
  • Process and monitor participant moves to a new dwelling.
  • Determine housing assistance payment and tenant rent calculation.
  • Educate participants on program requirements and family obligations.
  • Resolve concerns between owners, tenants and the Public Housing Authority (PHA).
  • Process all transactions within the PHA's required business systems.
  • Maintain accurate and complete applicant/participant files.
  • Provide excellent customer service to participants, landlords, co-workers, clients and vendors.
  • Conduct all job functions in alignment with the PHA's Administrative Plan, HUD regulations and other state and local requirements.
  • Perform other duties as assigned.

Ability to perform simple mathematical calculations accurately (i.e. calculating income). Knowledge of interviewing and counseling methods, techniques and procedures, knowledge in the application of public housing/HCV program principles, practices, method and techniques. Knowledge in dealing with problems, needs and behavior of physically, socially and economically disadvantaged. Ability to plan, organize and maintain a variety of public housing/HCV transactions. Basic computer skills to include office equipment and the ability to learn Lyndsey specific software.

Good written and oral communication skills. Ability to interpret and apply regulations and policy. Ability to write and format business correspondence, reports, documents, manuals and presentations. Ability to work with minimal supervision. Ability to establish and maintain effective working relationships with associates and the general public. Ability to maintain confidentiality.

Certification or ability to obtain certification in House Choice Voucher Specialist within six months of employment.

High school diploma or equivalent.

Valid driver license in the State of North Carolina.

This work requires the frequent exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires standing and occasionally requires walking, sitting, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word;

hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy office location (e.g. business office, light traffic) Monday through Friday from 8am to 5pm with one hour daily for lunch.
