Job Description IMC III (Lead Worker) General Statement of Duties

This position is responsible for training and review of work completed by Income Maintenance staff. The IMCIII also provides leadership and training to new caseworkers and remedial and/or refresher training to other staff. Review of work is completed to ensure benefits for Medicaid and Food & Nutrition Services are being administered timely and accurately.

Distinguishing Features of the Class

An employee in this class is responsible for 2nd party review and training for new and ongoing Income Maintenance workers in the Food and Nutritional Services, Medicaid, Work First Family Assistance, Child Care Subsidy, and/or Energy Assistance Programs. Additional responsibilities may include assisting with application processing and/or case maintenance as needed. An IMCIII is responsible for monitoring of clients and Income Maintenance Workers for compliance with all program requirements (federal, state, and county).

Duties may also include uploading and sharing of information with State Compliance Officers to ensure program guidelines are being followed. Work is performed under the regular supervision of the Income Maintenance Supervisor II.

Illustrative Examples of Work
  • Complete 2nd party reviews for all Income Maintenance programs in a timely manner to ensure compliance with eligibility determination and benefit authorization.
  • Assist supervisor in assessing the need for additional training as identified through 2nd party review deficiencies.
  • Assist Income Maintenance workers give error-free and timely assistance to clients as required by Local, State, and Federal policies.
  • Assist co-workers with more complex/difficult cases.
  • Assist in training by preparing material and helping present new material.
  • Assist in monitoring caseworkers’ performance and organization of their individual work in order to accomplish set goals.
  • Assist staff with questions, manual material and policy interpretation as it pertains to actual cases.
  • Assist in conducting hands on ongoing training of manual materials, procedural, regulatory and computer system changes.
  • Provide follow-up and/or ongoing training of new employees once they have completed the initial Income Maintenance training.
  • Ensure that work is completed in vacant caseloads as well as during the learning curve of new employees.
  • Maintain a caseload of Davidson County Social Services employees and any family member residing in their household; includes redeterminations and changes to existing cases.
  • Represent Davidson County Social Services in hearings as needed.
  • Assist auditors, monitors, and quality control representatives as needed.
  • Adheres to county, state and federal rules, regulations and policies This position is required to perform mandatory emergency shelter duty should the need arise.
  • Review and maintain various logs and reports.
  • Performs other duties as assigned.

  • Must have thorough knowledge of the Food & Nutrition Services, Medicaid, Work First, and/or Energy Programs.
  • Must have good general computer skills and knowledge.
  • Must have thorough knowledge of multiple computer programs including but not limited to; NCFAST, One Case, and Microsoft.
  • Must have good interviewing and communication skills, both written and verbal.
  • Ability to ask appropriate questions in order to quickly and efficiently gather needed information.
  • Ability to read, understand, retain and apply constantly changing policies and provide guidance to workers on how it relates to actual cases.
