Internal Budgetary And Accounting Control Coordinator

We are looking for an internal budgetary and accounting control coordinator for the internal control and finance mission of the Directorate of Administrative and Financial Services (DSAF) of the Prime Minister.

Reporting to the mission manager, the internal budgetary and accounting control coordinator is responsible for the animation of the risk management approach on the "core" perimeter of the Directorate of Administrative and Financial Services (DSAF) which covers the budgetary, accounting, procurement and HR support functions for the services of the Prime Minister.

In support of the manager and in liaison with the internal financial control correspondents and chiefs of staff of the perimeter, he/she coordinates the system, and is responsible for the progress of the work.

In this capacity, he/she carries out the following main activities:

• Identify risks based on financial analyses, pathway tests and interviews with business services;
• Accompany the services in the formalization of the system and occasionally in the formalization of cross-cutting procedures on certain cycles or processes with high stakes;
• Monitor compliance with deadlines and the production of expected deliverables in coordination with all relevant stakeholders.
• Implement and carry out action plans and report thereon through the production of indicators;
• Be a driving force for the creation or provision of tools necessary for the implementation of first-level controls and support services in their implementation and/or strengthening;
• Carry out second-level controls in accordance with the control plan of the Prime Minister's services.

In addition, he/she carries out regulatory and professional monitoring in the field of controls and risk management.

The holder of the position may be mobilized on related subjects to internal financial control at the request of his/her superiors.

Finally, these duties may be subject to evolution to meet organizational needs and/or changes in public policy.

Due to its wide scope of responsibility, the variety of subjects and stakeholders, the internal finance control mission allows for rapid acquisition of a good knowledge of the Prime Minister's services and the financial processes for which the Directorate of Administrative and Financial Services is responsible. The position offered therefore allows for a good first experience in a perimeter offering multiple opportunities for professional development in the long term.

Holder of a Master's degree (Master II), you have several years of professional experience in the field of internal financial control or internal/external financial audit of public entities (State or operators) as well as in the animation of a network.

You have solid technical knowledge of accounting standards, rules of state budgetary accounting, and the interministerial reference framework for internal financial control or, failing that, the international control reference framework (COSO II) from which it is largely inspired.

Rigorous and autonomous, you have an analytical and critical mind and you are a driving force.

Recognized for your excellent ability to conduct a risk analysis based on budgetary, accounting and business data and interviews, and according to a pedagogical approach, you are able to share this experience with varied profiles, not necessarily experienced in internal control.

You master the methods of network animation as well as project management. You know how to rally different actors in a transversal logic. Your sense of communication and teamwork allow you to easily interact with all services. Very good relational skills are expected.
