Missions
The duties of the mission manager cover all the regimes followed by the office (see below). He or she ensures the coordination concerning several regimes in his or her area of expertise. The main themes that the mission manager will need to know are:
- Solidarity policies including minimum pensions of the general regime and non-salaried agricultural workers and the ASPA;
- Monitoring of the basic and supplementary regimes of non-salaried agricultural workers in liaison with the ministry in charge of agriculture;
- Monitoring of information systems aimed at simplifying the procedures for insured persons and the fight against non-compliance.
The mission manager will also be responsible for cross-functional tasks within the office:
- Monitoring of written questions from parliamentarians for whom the office is responsible;
- Monitoring of local regimes (Mayotte and Saint-Pierre-et-Miquelon) and overseas issues, in liaison with the overseas project manager of the department.
For example, the mission manager has recently contributed to the reform of the calculation method for pensions of non-salaried agricultural workers, to the work on the ordinance on the convergence of social rights in Mayotte as well as to the project for modernizing the delivery modalities of the ASPA.
All these missions are carried out in a context marked by strong challenges for the office: control of public spending and the trajectory of return to balance of the old-age branch, search for convergence between the basic regimes, fight against non-compliance, simplification of procedures and information for insured persons.
The holder of the position may also be asked to work on other files of the office on an occasional basis.
On a daily basis, the holder of the position participates in the design of public policies for which he or she is responsible. He or she writes documents to help decision-making (notes, sheets) that take into account the budgetary impact of the proposed measures, the management constraints, in particular those related to information systems, the implementation time and the political issues.
He or she participates in the drafting of legal texts, the draft law on the financing of social security and its implementing acts, and, with his or her hierarchy, he or she carries out the function of government commissioner at the Council of State, the National Assembly and the Senate during the examination of texts falling within his or her portfolio.
He or she is in constant interaction with the internal and external partners of the office in his or her areas of competence. He or she analyzes the questions raised by external partners (pension funds, other ministerial departments, parliamentarians, etc.) and prepares the responses. Occasionally, he or she may be asked to write memoranda in the context of litigation.

Special Conditions of ExerciseThe position requires a high level of availability, between September and December each year, during the elaboration and the parliamentary examination phase of the draft law on the financing of social security and, if necessary, in case of pension reform.
