The primary purpose of this position is to serve as a Civil Engineer (CE) Operations Flight Workforce Manager. To provide customer interface and receive, review, and process all CE service requests associated with work performed in facilities base-wide within the appropriate IT system.

SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge to apply the full range of principles, concepts, practices, procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Management. Practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities;

collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities. Knowledge of Unit Command Control (UCC) activities during exercises and/or contingency operations. Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services.

Knowledge of safety and security principles for government facilities organizations. Knowledge of basic facility programming; governing documents such as work classification and prioritization, Civil Engineering organization and hierarchy, and Civil Engineering policies, procedures, playbooks, and guidebooks.

OR

EDUCATION:

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

EDUCATION:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE:

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

(KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities; rules procedures, and operations applicable to real property management and financial management. management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions.
