Joseph J. Henderson & Son, Inc. is seeking a qualified and detail-oriented Site Safety and Health Officer (Level 2 preferred or higher) who meets EM 385-1-1 Section 1 requirements. This role is responsible for leading and administering the project-specific Safety and Occupational Health (SOH) Program on a federal/military construction site. The SSHO will ensure full compliance with OSHA, EM 385-1-1, and contract requirements while fostering a proactive safety culture across the project.
This position is critical to maintaining regulatory compliance, reducing risk, and ensuring safe execution of all project activities.
Responsibilities- Implement, maintain, and update the project Accident Prevention Plan (APP) in compliance with OSHA and EM 385-1-1; submit revisions for contractor and KO/COR approval
- Manage and enforce the Contractor’s Safety and Occupational Health (SOH) Program
- Conduct and document daily site inspections and audits to identify and correct hazards
- Prepare, review, and manage Activity Hazard Analyses (AHAs) and Lift Plans
- Lead safety orientations and provide ongoing safety training
- Investigate accidents, incidents, and near misses; implement corrective actions
- Maintain accurate safety documentation and reporting using construction management systems
- Ensure compliance by subcontractors, suppliers, visitors, and all site personnel
- Assess and enforce PPE requirements
- Perform required stormwater inspections (obtain inspector certification if not already in possession)
- Advice project leadership on safety program administration and continuous improvement initiatives
- Prepare and distribute safety reports to management
- Minimum 3 years of cumulative safety experience within the past 10 years on projects of similar size and complexity, including management or implementation of an SOH program
- OSHA 30-Hour Construction Certification completed within the last 3 years
- 24 hours of documented SOH-related training within the past 5 years (separate from OSHA 30)
- Demonstrated knowledge of EM 385-1-1 and federal construction safety requirements
- Experience in construction safety oversight and compliance management
- Strong communication and documentation skills
