SCOPE OF WORK:
The Underground Storage & Air Quality Specialist is responsible for monitoring, assessing, and maintaining air quality and environmental compliance on the Standing Rock Sioux Reservation. This position ensures adherence to federal and tribal environmental regulations, including the Clean Air Act and underground storage tank (UST) programs. The Specialist prepares detailed reports, develops budgets, conducts technical assessments, and provides training and outreach to tribal communities, businesses, and schools.

KEY

DUTIES & RESPONSIBILITIES:

• Prepare monthly, quarterly, and annual activity, progress, and financial reports for funding agencies, including the USEPA.
• Develop annual budgets and funding requests for USEPA Clean Air Act 103/105 programs and coordinate with Region 8 EPA on work plans and proposals.
• Conduct environmental assessments and provide technical assistance on indoor air quality issues, including mold, radon, asbestos, carbon monoxide, and second-hand smoke.
• Conduct surveys, track, and maintain GPS data for existing and abandoned underground storage tanks (USTs) and provide outreach to UST owners/operators regarding compliance and safety requirements.
• Prepare Quality Assurance Project Plans (QAPPs) and Standard Operating Procedures (SOPs) for site assessments, sampling, and equipment use, and obtain USEPA approvals.
• Facilitate training sessions and outreach initiatives for tribal communities, schools, contractors, and businesses to promote compliance and maintain air quality standards.
• Assist in developing and implementing compliance and enforcement procedures consistent with tribal and federal environmental policies, and provide testimony in Tribal Court or public hearings when required.

PREFERRED QUALIFICATIONS:

• Associate’s Degree in Environmental Science or rated field preferred.
• Valid driver’s license.

SHIFT: 28 hours weekly - Monday through Friday, 8:00 a.m. to 4:30 p.m., Occasional early starts, late hours, or fieldwork may be required for site assessments, UST inspections, community outreach, or emergency environmental issues.

TESTING AND BACKGROUND REQUIREMENTS:

Subject to pre-employment, post-accident, and reasonable suspicion drug and alcohol testing.

Tribal, State, and Federal background investigation and MVR screening required.
