Job Overview

Under the general supervision of the Deputy Commissioner of Support Services or Real Time Information Manager, the Real Time Information Analyst (RTIA) is responsible for monitoring and providing analytical and sensitive data in the V.I. Police Department Real Time Information Center (RTIC). The incumbent supports the operations of a police department in ongoing operational and crime‑reduction efforts, including criminal investigation, apprehension, prosecution, patrol activities, crime‑prevention and reduction strategies, problem solving, and the evaluation and accountability of police efforts.

Through access to criminal and non‑criminal data and accompanying software, crime analysis is performed to address short‑term situations (several days to weeks) and long‑term problems (several months to years).

Responsibilities
  • Operate CCTV equipment, radios, and ancillary systems to provide proactive and reactive monitoring that assists in detecting crime, antisocial behavior, and reducing the fear of crime.
  • Provide tactical and strategic intelligence by analyzing crime records, querying databases, and developing intelligence products such as bulletins and threat assessments.
  • Research historical video evidence, review and edit files, and share relevant footage with the Attorney General’s Office or law enforcement partners upon request.
  • Access servers and storage media to create and share video links or discs for investigators and officers.
  • Prepare documentation based on observations and collected data while assisting key personnel within the department.
  • Conduct daily camera performance updates and report results, storing video recordings to appropriate media from the server.
  • Provide court testimony on the validity and authenticity of video footage.
  • Coordinate body‑worn camera setup, enter officer information into the database, and issue replacements for malfunctioning cameras.
  • Monitor Shot Spotter alerts and provide real‑time information to police officers while maintaining records of maintenance and video requests related to body‑worn cameras.
  • Respond to video evidence requests during critical incidents and post‑incident investigations.
  • Monitor camera systems for public safety situations and communicate observations as needed.
  • Utilize police databases to gather, monitor, record, and relay information to appropriate personnel.
  • Use CCTV footage to identify offenders and provide evidence for investigations and prosecutions, prepare witness statements and attend court when needed.
  • Ensure all logs, reports, and records related to CCTV and Shot Spotter are accurate and promptly produced, reporting equipment faults to the Management Information System Bureau.
  • Collate and present performance data from CCTV and Shot Spotter systems.
  • Prepare evidential statements for criminal proceedings and provide testimony in court as required.
  • Monitor license plate reader information associated with the CCTV system and report findings.
  • Handle confidential material with integrity and participate in high‑profile meetings involving stakeholders and external partners.
  • Perform other related duties as required.
Qualifications
  • Bachelor’s degree from an accredited college or university with a major in criminal justice, public administration, urban affairs, statistics, information systems, or a related field.
  • OR any combination of education, certification, training, or experience equivalent to four (4) years of professional experience in law enforcement, not below completion of a high school diploma or its equivalent from an accredited institution.
Knowledge and Skills
  • Knowledge of techniques and procedures used in operating emergency communications equipment, such as video monitoring systems and radio/CAD systems.
  • Knowledge of research, data collection, statistical and analytical principles.
  • Knowledge of departmental policies, goals, procedures, and general law enforcement codes, practices, and methods.
  • Knowledge of relational database structures, including queries, files, and fields.
