PENDING CONTRACT AWARD
Mission Objectives – The DMEA Chief Information Officer (CIO) is responsible for the management, sustainment, and cybersecurity operations of all Information Technologies throughout DMEA. The Intermediate Information Security Specialist will provide cybersecurity expertise embedded within the ITO Portfolio Management Office (PfMO) project management team. This position ensures that all projects incorporating hardware or software are integrated with appropriate cybersecurity controls, that DMEA mission systems maintain Risk Management Framework (RMF) compliance, and that system authorization packages are developed and maintained to support Authorizing Official (AO) decisions.
The role is critical to maintaining the confidentiality, integrity, and availability of DMEA information assets across the enterprise.
Position Responsibility Summary
- Apply current information security technology disciplines and practices to ensure the confidentiality, integrity, and availability of corporate information assets in accordance with established standards and procedures.
- Perform compliance activities for Risk Management Framework (RMF) compliance processes and inspections for DMEA mission systems; assist in the development of all associated documentation.
- Develop and maintain a knowledgebase on changing regulatory, threat, and technology landscapes to continually develop or maintain security policies and standards and ensure compliance throughout the organization.
- Integrate cybersecurity with each project that includes hardware or software.
Minimum Required
Qualification:
Experience
:
- Five (5) years of information assurance experience or equivalent education and experience.
- Demonstrated experience with the DoD Risk Management Framework (RMF) processes and compliance activities (required).
- Experience developing, maintaining, and tracking System Security Plans (SSPs) and Authorization to Operate (ATO) packages.
- Experience with security control assessment and implementation in accordance with NIST 800-37 and NIST 800-53.
Education and Credentials
- Education:
Bachelor's Degree (or equivalent combination of education and experience). - Certifications:
Must meet DoDI 8140.03, Cyberspace Workforce Qualification and Management Program standards. - Years of
Experience:
Five (5) years minimum.
Optional/Value-added qualifications:
Optional/Value-added Experience:
- Prior experience supporting DMEA, DoD CIO organizations, or defense microelectronics environments.
- Experience with Microsoft Project for tracking cybersecurity milestones and project timelines.
- Experience with CNSSI No. 1253 (Security Categorization and Control Selection for National Security Systems).
- Experience with DoDI 5200.48 (Controlled Unclassified Information/CUI) and DoD 5200.01M-vol 3 (DoD Information Security Program).
- Experience preparing risk acceptance documentation and Plan of Action and Milestones (POA&M) management.
- Experience conducting security control assessments and supporting continuous monitoring programs.
- Experience with Service Now, eMASS, or other GRC/RMF management tools.
- Experience supporting configuration and vulnerability management programs in classified environments.
Optional/Value-added Additional Credentials:
- Education:
Master's Degree in Cybersecurity, Information Assurance, Information Technology, Computer Science, or related field. - Certifications/Training:
CompTIA Security+ (or higher IAT/IAM Level II/III certification); CISSP (Certified Information Systems Security Professional); CISM (Certified Information Security Manager); CAP (Certified Authorization Professional);
Microsoft Project proficiency certification; ITIL v4 Foundation. - Experience:
Experience exceeding 5 years in information assurance; experience managing RMF processes for National Security Systems (NSS); experience with system security engineering in compliance with enterprise architecture standards; prior experience supporting DoD Authorization Officials (AOs) with accreditation decisions.
