Join the NNSS as a Procurement Specialist II to lead procurement efforts with a focus on federal subcontracting under FAR/DFARS and DEAR acquisition regulations. The specialist is responsible for managing cradle-to-grave subcontracting activities, ensuring compliance, risk mitigation, and alignment with project objectives and government requirements.
- Develop and execute purchase orders, purchase contracts, construction subcontracts, and technical services agreements; prepare bidder lists, pre-qualify bidders, format bid packages, issue bid requests, coordinate bidder questions, receive and evaluate bids commercially, prepare Commercial Bid Summary, recommend and secure approvals, prepare and commit orders/subcontracts, and maintain control and status report documents.
- Administer construction subcontracts and related purchase orders; perform the following functions:
- Prepare a summary on each order or subcontract, establish vital information for a well‑defined administration program, and update summaries to facilitate transition of assignments.
- Establish files and controls for all outgoing and incoming correspondence on each assigned order or subcontract.
- Monitor supplier performance and Mission Support and Test Services LLC functions for conformance and compliance with subcontract terms, and initiate follow‑up actions as needed.
- Initiate follow‑up actions with suppliers or subcontractors to ensure performance in accordance with subcontract terms and conditions.
- Analyze and distribute suppliers’ reports as specified in the subcontract and review and comment on special payment billings.
- Participate in discussions to clarify subcontract or order documents and/or specification requirements, identify, define, and secure agreement regarding potential changes.
- Initiate and process revisions, amendments, back‑charges that establish scope and determine the effect on cost and schedule of agreed‑upon changes.
- Review, act on, and/or recommend specific actions involving subcontract terminations, claims, and disputes.
- Conduct close‑out review of order or subcontract documents.
- Communicate with suppliers and subcontractors to achieve required service and results from potential and actual suppliers.
- Communicate with requestors to assist in preparing material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process the requisitions.
- Prepare and organize procurement‑sponsored meetings such as bid clarifications, pre‑proposal meetings and post‑award meetings to ensure complete understanding and agreement between Mission Support and Test Services LLC, the client and the supplier on all contractual matters. After reviewing plans and agendas with supervisor, conduct meetings and prepare and issue meeting notes delineating important statements, required actions and schedules.
- Assist in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.
