Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our mission is to help ensure the security of the United States and its allies by providing high‑hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.

Responsibilities
  • Manage and facilitate the Early Career Rotation Program (ECRP) – see detailed duties below.
  • Manage and facilitate the Emerging Leader Rotation Program (ELRP) – see detailed duties below.
  • Coordinate the collation of performance and execution data from Division Managers into the written Performance Evaluation Management Plan (PEMP) for the Infrastructure Division. Assist in editorial functions to ensure a cohesive package that is concise, grammatically correct, and properly formatted.
  • Oversee coordination and approval of Non‑Re Requests by the EIP Director and support employee requests for reimbursement of expenses.
  • Facilitate tracking of assignments and preparation/assembly of PowerPoint slide inputs for Plan of the Week (POW) Safety Topic briefings.
  • Facilitate tracking of assignments and preparation/assembly of PowerPoint slide inputs for Tier 3 Meetings (Preparation of slides and collation of Safety Cross status).
  • Assembly of data and input into a quad‑chart supporting the weekly Director Tier 4 meeting.
  • Manage and coordinate gathering of status updates from Division Managers for the EIP Deliverables and Action Item calendar.
  • Coordinate the collation of performance, execution and project status data from Division Managers into the monthly EMOR Slides.
  • Support status updates to the EIP Zipper Plan and EIP Business Rhythm Plans.
  • Facilitate collection of division performance from all infrastructure divisions and support development of writeups for PEMP Status and Reporting.
  • Coordinate Division Reporting Functions and Employee Recognition Programs to include POWs, Tier Meetings, EMOR, Director/NA‑90 Recognition Programs, Team Meetings, Action Tracking, etc.
  • Support maintenance of staff through recruiting, selecting, orienting, and training employees; maintaining a safe, secure, legal work environment; developing personal growth opportunities.
  • Acquire staff results by communicating job expectations; planning, monitoring, and appraising job performance; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  • Other duties as assigned.
Rotation Program Duties and Responsibilities
  • Manage and facilitate the Early Career Rotation Program (ECRP). The program is a two‑year developmental rotation program designed to recruit and retain needed talent and skills. Participants engage in four 6‑month rotations working in various capacities within the six infrastructure divisions. Rotations are designed to provide experience and in‑depth knowledge of the infrastructure divisions while providing meaningful work that will expand the participants’ experience, company knowledge, and business acumen.
  • Manage and facilitate the Emerging Leader Rotation Program (ELRP). The 18‑month program consists of six 3‑month rotations through various organizations within Infrastructure.
