Position: Information Protection Manager I

Job Description

MSTS is seeking a highly qualified and motivated Manager I, responsible for the operational execution, daily management, and coordination of the Classified Matter Protection and Control (CMPC), Operations Security (OPSEC), and Incidents of Security Concern (IOSC) programs. This role provides hands‑on technical guidance, mentors program personnel, and supports the Information Security Division in strategic planning, budget management, and regulatory compliance to ensure a cohesive and rigorous security posture.

MSTS is seeking a highly qualified and motivated Manager I, responsible for the operational execution, daily management, and coordination of the Classified Matter Protection and Control (CMPC), Operations Security (OPSEC), and Incidents of Security Concern (IOSC) programs. This role provides hands‑on technical guidance, mentors program personnel, and supports the Information Security Division in strategic planning, budget management, and regulatory compliance to ensure a cohesive and rigorous security posture.

Responsibilities

Key Responsibilities
  • Serve as the primary operational point of contact and liaison for the IOSC Program, Information Security Program, and Special Access Programs (SAPs), maintaining communication with departmental management, the Contractor Special Program Security Officer, federal oversight, and client representatives.
  • Lead the development, coordination, implementation, revision, and maintenance of Program Plans, company directives, and desk instructions for CMPC, OPSEC, and IOSC. Ensure all policies and procedures align with DOE Orders, the Joint SAP Implementation Guide (JSIG), and Intelligence Community Directives (ICDs).
  • Monitor and enforce continuous compliance with all applicable MSTS, DOE, NNSA, and other federal security regulations across all managed programs.
  • Oversee day‑to‑day workflows and operations for IOSC, CMPC, and OPSEC in strict accordance with established procedures. Establish project priorities and assist management in the preparation, justification, and management of the annual fiscal budget.
  • Develop, analyze, and track key performance metrics (including security incident trends) to evaluate program health, and prepare comprehensive reports and briefings for senior management to ensure all program and directorate deliverables are met on time.
  • Manage, mentor, and evaluate CMPC, OPSEC, and IOSC program personnel through training and providing hands‑on technical guidance.
  • Perform highly complex work under the general direction of upper management, exercising latitude in scheduling and prioritizing day‑to‑day operational tasks to meet organizational goals.
  • Represent the Information Security Division at meetings, consultations, and high‑level briefings with client representatives, governmental security agencies, and associates as needed.
  • Manage security incident responses and coordinate with internal MSTS organizations. Serve as a Lead Inquiry Official to conduct security inquiries and investigations.
  • Actively promote organization‑wide awareness of the IOSC program to ensure prompt and proper reporting of potential security concerns.
  • Provide expert technical support and guidance to staff and classified matter custodians regarding the proper handling, protection, and control of all classified matter.
  • Assist in and oversee the Classified Matter Control Center (CMCC), including the secure processing, receipt, and transmission of incoming and outgoing classified mail via USPS, express services, and secure hand‑carry.
