Summary
The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and a supported catchment area. The CSCO is responsible for the development and integration of a cohesive, forward‑looking supply chain that ensures the logistical requirements of the VA HCS and its catchment area are met.
QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement – 02/27/2026. Time‑In‑Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date. For a GS‑14 position you must have served 52 weeks at the GS‑13 (the grade may have been in any occupation but must have been held in Federal service). An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials.
If the most recent SF‑50 has an effective date within the past year, it may not clearly demonstrate you possess one‑year time‑in‑grade as required. In that instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade.

Time‑In‑Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify at the GS‑14 grade you must have one year of specialized experience equivalent to the GS‑13 level or higher and meet the specialized experience as listed below:

- Experience managing and supervising a large unit within a hospital or large setting.
- Experience in logistical functions and supply chain management.
- Skilled in acquisition planning – purchasing – transportation – distribution – tracking – inventory management/control – reconciliation of undelivered orders – and disposition of supplies and equipment.
- Experience conducting audits – performance reviews – compliance reviews – and efficiency reviews.
- Skilled with all Microsoft Office products.

Technical Competence. Duties
- Integrates and aligns acquisition, delivery, and management of supplies, equipment, and services to ensure the successful delivery of patient care.
- Exercises supply chain management responsibility for the coordination and integration of new technology and/or implementation of new supply and equipment requirements.
- Integrates operations for the acquisition and procurement of complex healthcare resources that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system.
- Serves as the senior VA HCS logistics expert.
- Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS and offers technical guidance and assistance to all organizational logistics personnel.
- Conducts audits, compliance reviews, and program effectiveness and efficiency reviews of all logistics activities to ensure satisfactory levels of service and compliance with all applicable laws, rules, regulations, directives, and procedures.
