Transmission/Substation Project Manager – Early Stage Construction

This role oversees the successful delivery of transmission and substation construction projects from the field level, acting as the key link between site operations and the broader project management team. The Transmission/Substation Project Manager (Early Stage) leads preconstruction planning, drives safety and quality standards, coordinates contractors and internal resources, and ensures accurate reporting and documentation throughout the project lifecycle. The position requires strong construction management skills in transmission environments, a deep commitment to safety, and the ability to manage complex schedules, environmental constraints, and multiple stakeholders.

Responsibilities
  • Take full field-level responsibility for the success of transmission and substation construction projects, serving as the primary bridge between the field and the Project Manager.
  • Lead preconstruction activities by thoroughly reviewing and understanding all contract documents, permits, road use agreements, crossing agreements, SWPPP requirements, haul routes, drawings, materials, schedules, QA/QC processes, and submittals to engineering.
  • Review and understand the contractor's safety plan and use it as the basis for managing safety performance; identify gaps or issues and coordinate with internal stakeholders to correct them.
  • Conduct and participate in project kickoff meetings to clearly communicate expectations, project objectives, safety requirements, and performance standards to contractors and internal teams.
  • Oversee site-specific orientations, ensuring the contractor hosts appropriate sessions and that all team members understand site safety orientation, site-specific safety plans, environmental constraints, and operational procedures.
  • Set expectations, lead, and train the internal project team in safety, documentation, QA/QC processes, reporting standards, and overall project execution.
  • Complete safety assessments and CILs using designated systems (such as Unifier) and ensure they are properly documented and incorporated into weekly reports.
  • Manage and maintain comprehensive project documentation, including site photos, QA/QC records, safety assessments, and other field data, and include this information in weekly reports.
  • Stay actively engaged in daily construction activities to promote safety, enforce quality standards, and minimize rework that could increase safety risks.
  • Understand and manage project schedules, including internal schedules (such as C1) and contractor schedules (such as P-6), and track progress against these plans.
Essential Skills
  • Proven construction management experience in transmission and/or substation projects, with strong field-level oversight capabilities.
  • Demonstrated ability to read, interpret, and apply contract documents, permits, road use agreements, crossing agreements, SWPPP requirements, and engineering drawings.
  • Strong safety management skills, including the ability to understand and enforce contractor safety plans, conduct safety assessments, and drive a culture of zero injuries.
  • Solid understanding of quality assurance and quality control (QA/QC) processes and the ability to apply specifications and drawings to ensure a high-quality project.
  • Experience managing and tracking project schedules, including familiarity with internal scheduling tools (such as C1) and contractor scheduling systems (such as P-6).
  • Ability to collect, analyze, and report accurate project data independently of contractor reports, ensuring reliable information for leadership and potential change order disputes.

Skills & Qualifications
  • Experience in transmission line construction, substation construction, or related utility infrastructure projects.
  • Experience working within large utility or energy organizations on long-term growth initiatives in transmission line departments.
  • Familiarity with outage planning and crossing coordination in transmission environments.
  • Experience collaborating with environmental specialists, safety professionals, material managers, subject matter experts, and land agents in a complex project setting.
  • Ability to navigate and utilize project tracking spreadsheets, reporting templates, and documentation systems for weekly and periodic reporting.
  • Strong problem-solving skills and the ability to leverage SMEs across civil, structural, construction, electrical, and other disciplines to address technical challenges.
  • Comfort working in a fast-paced, growth-oriented environment with long-term project pipelines.
  • Commitment to continuous improvement in safety, quality, and project delivery processes.

Pay and Benefits:
