Overview

Skilled in the operation of heavy, intermediate and complex construction equipment. Duties also include the performance of manual laboring tasks. Work is performed under the supervision of the Field Supervisor or Section Administrator.

Responsibilities
  • Operates machinery and equipment, in all phases of road, street, sidewalk, drainage structures and swale construction and maintenance.
  • Duties also include operating wheeled excavator, walking excavator, track hoe, tractor-bush hog, back hoe, loader, dozer, dump trailer, tandem and tri-axle dump trucks, and tractor-trailer with lowboy, etc.
  • Performs routine maintenance and service work on equipment.
  • Loads any equipment and chain on to lowboy and haul with tractor-trailer safely to any location needed.
  • Loads trash trailer with different materials, including bank run shell, dirt, debris, and metal and haul with tractor-trailer safely to any location needed.
  • Layout and shoot line and grade on any swale or pipe work.
  • Surveys drainage problems.
  • Implements and coordinates traffic control at jobsites.
  • Investigates citizen drainage complaints and makes recommendations to supervisor.
  • Provides written daily reports to supervisor.

Knowledge,

Skills and Abilities
  • Knowledge of the operating principles and maintenance needs of heavy, intermediate and complex construction equipment.
  • Knowledge of the component parts, operating principles and maintenance needs of equipment and machinery.
  • Knowledge of traffic laws and regulations, safety rules and occupational hazards, pertaining to the operation of assigned vehicles, equipment and machinery.
  • Ability to use small office equipment, including copy machines or telephone systems.
  • Skilled in using computers for data entry.
  • Ability to organize and communicate effectively.
  • Ability to recognize malfunctions and service various types of machinery and heavy equipment.
  • Ability to operate equipment over rough terrain and to perform manual labor, occasionally under adverse weather conditions.
  • Ability to understand both written and oral instructions relating to the general duties and carry out said instructions with minimum supervision.
  • Ability to operate heavy, intermediate and complex construction equipment.
  • Ability to perform surveys with appropriate equipment to establish grade of construction projects and to determine right-of-way limits.
  • Ability to read engineer drawings to establish baseline elevations for construction projects.
  • Ability to establish and maintain effective working relationships with City officials, other employees and the public.
Education and Experience
  • High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is preferred.
  • Five (5) years of work experience in grounds maintenance, construction and heavy manual labor.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications
  • Possession of a valid State of Florida Commercial Driver's License Class A by date of hire is preferred, Class B is required.
  • Temporary Traffic Control (TTC) certification required within 6 months.
Emergency response responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description.

Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
