Project Manager

The Project Manager will assist with tasks related to project delivery, providing project management and procurement support for capital projects. The Project Manager position will report to the Utilities Engineer.

The Project Manager will:

  • Create and utilize project management tools to monitor projects, track work progress, and request purchase orders, materials for public engagement, including project documentation and document control.
  • Assist the Engineering team by performing utility coordination tasks for capital improvement program (CIP) projects, liaison with internal and external entities, payments, field coordination and construction coordination.
  • Collection and coordination of construction inspection reports.
  • Circulate plans, reports and other review items for internal review and comment, then compile the comments into a report for use by internal staff and external consultants.
  • Provide assistance to the Engineering team on special projects, involving research, compiling information or data of a specialized nature, analysis, planning, and technical support.
  • Prepare and administer project budgets; perform cost analysis of services provided and establish performance measures with a focus on key performance indicators and continuous improvement.
  • Participate in conceptual development of Utilities improvement plans; provide input into Utilities Master Plans.
  • Provide comprehensive administrative professional support for the Department.
  • Assist Engineering team by coordinating contracts with other City Departments.
  • Prepare and review proposals, requests for letters of interest (RLIs), requests for proposal (RFPs), requests for bids (RFBs), change orders, contract amendments, etc.
  • Develop, implement, and oversee procurement processes for the department to ensure efficient and compliant purchases for capital related projects.
  • Prepare materials for City Commission action. Coordinate department's agenda items for City Commission meetings and workshops, including scheduling, drafting staff summaries, compiling backup documentation, creating presentations, and tracking action items.
  • Act as department liaison with Finance, Procurement and Risk Departments in conjunction with capital projects.
  • Assist in permit and easement acquisitions
  • Communicate efficiently and respectfully with customers, team members, consultants, vendors, other municipalities, and large audiences.
  • Work as a highly cooperative member of a team or individually to complete assigned tasks.
  • Apply critical-thinking skills to solve problems by interpreting, evaluating, generating, and implementing solutions.
  • Demonstrate sound decision-making ability and can make decisions independently within the scope of position and/or responsibility.
  • Experience and knowledge of compiling bid packages.

Additional requirements include balancing, bending, climbing, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking. Position requires the operation of a City vehicle.

Education and Experience:

REQUIRED:

Bachelor's Degree from an accredited college or institution in Business Administration, Construction, Engineering, or related field. Two-year experience in a paraprofessional project management role. PREFERRED:
Three years' experience in general engineering project administration and terminology. Florida Engineer in Training, EIT, certification. Municipal project management experience. Construction management experience. Experience with project management software, Smart Sheet and MS Office. Basic ability to read and comprehend plans, details, and specifications.

Possession of or ability to obtain a valid Florida driver's license by date of hire.
