This notice is for grading and informational purposes only and is not an actual vacancy. The State of Illinois offers several options to allow candidates to be considered for vacant positions. Please review the options described below to determine which best suits your situation.
Open Competitive GradesYou should apply for an Open Competitive Grade if:
- You have never worked for the State of Illinois,
- You work/have worked for the State of Illinois but have never held certified status,
- You are/have been a certified State of Illinois employee and wish to exercise veteran's preference rights, or
- You are a certified non-veteran State of Illinois employee and wish to be considered from an open competitive eligible list.
Note:
Selection from an open competitive eligible list will require a currently certified employee to serve a new probationary period. To be considered for open competitive eligibility for the title of Veterans Employment Representative I - Opt PO2, you must be deemed qualified by Central Management Services (CMS). This title is regularly tested and requires an automated multiple-choice test at a CMS Assessment Center.
A performance test may also be required. Bring a completed online or CMS-100 employment application with you. Applicants will not be tested without a completed application. After passing, your name will be placed on an open competitive eligible list for Veterans Employment Representative I - Opt PO2 in the two counties you select on your application.
If you are satisfied with your grade, no further action is required. Your name may already be on the open competitive eligible list for this title. Open competitive grades are valid for one (1) year.
If you wish to retest to improve your grade, you must wait thirty (30) days from the last examination date. A copy of your application will be required at retest.
Applicants may be considered for two counties per title/option at any given time. Ensure you are available to work in the county choices you have selected.
If your current county choices do not include the county where a vacancy exists, you must change one of your counties. Complete and sign a Change of Information Form (CMS-263) and submit to:

Your name will be removed from the eligible list for vacancies in this title/option for the counties you remove.
State of Illinois employees who are currently certified are eligible for promotional grades for most titles within state government. At this time, online applications are not accepted for promotional grading. View the Promotional Grades page for further instructions. You will also need to complete a Bid Form and submit it to the hiring agency along with a copy of your online or CMS-100 employment application.
Note:
If you already have a promotional grade for this title/option, you do not need to submit your application for grading again.
- All certified and promotional probationary employees in an AFSCME-represented bargaining unit whose contract so provides, and all employees in a non-bargaining unit position classified with a certificate or credential issued by the Upward Mobility Program, are eligible to participate.
- Employees with an Upward Mobility grade must bid on vacancies posted for their work location or other locations in their current county. Complete a Bid Form and submit with your CMS-100 employment application. For positions in other counties or agencies, the employer will contact eligible employees without bidding.

Other Methods Of ConsiderationThere may be situations where obtaining a grade is not necessary. These scenarios include, but are not limited to:
- Certified/previously certified employees eligible for actions such as reinstatements, transfers, voluntary reductions, parallel pay grade movement, etc. Complete a Bid Form and submit with your CMS-100 employment application. The hiring agency will submit necessary paperwork to CMS for prequalification, if applicable. The bid form is available in PDF format for Adobe Reader.
- Applicants seeking positions partially exempt from the Personnel Code and agency select positions. Follow the instructions on the agency vacancy posting or contact the hiring agency directly.
