Job Description

Spear D Construction is seeking adriven and experienced Public
Project Manager.This position is responsible for managing project budgets, schedules, contracts, subcontractors, documentation, compliance requirements, and communication with public agencies and project stakeholders. The Public Project Manager will work closely with Superintendents, field crews, estimators, engineers, inspectors, subcontractors, municipalities, and government representatives to ensure projects are completed safely, on schedule, within budget, and in accordance with contract requirements. The ideal candidate has strong heavy civil construction experience and understands the additional documentation, compliance, and communication requirements associated with public works projects.

Job Responsibilities
  • Manage public works and publicly funded heavy civil construction projects from award through closeout.
  • Oversee project budgets, schedules, contracts, subcontracts, procurement, change orders, and overall project performance.
  • Coordinate closely with Superintendents, foremen, field crews, subcontractors, vendors, engineers, inspectors, and public agency representatives.
  • Review project plans, specifications, contracts, scopes of work, and bid documents to ensure project requirements are clearly understood.
  • Develop and maintain project schedules and identify potential delays, conflicts, or risks before they impact the project.
  • Monitor project costs, production, labor, equipment, materials, subcontractor expenses, and overall job profitability.
  • Prepare, review, and process RFIs, submittals, change orders, pay applications, purchase orders, and other project documentation.
  • Maintain accurate documentation in accordance with public agency, contract, and funding requirements.
  • Ensure compliance with applicable federal, state, local, and public works requirements.
  • Coordinate prevailing wage, certified payroll, workforce reporting, subcontractor documentation, and other compliance requirements when applicable.
  • Track contract requirements, project milestones, reporting deadlines, and required approvals.
  • Communicate regularly with owners, municipalities, government agencies, engineers, inspectors, and other project stakeholders.
  • Attend preconstruction meetings, progress meetings, owner meetings, and project coordination meetings.
  • Work with field leadership to ensure labor, equipment, materials, subcontractors, and permits are available when needed.
  • Review subcontractor and vendor performance and resolve project-related issues as they arise.
  • Identify project risks and develop solutions to protect schedule, budget, quality, and contractual requirements.
  • Ensure change-order work is properly documented, priced, submitted, approved, and tracked.
  • Support project billing and ensure work completed is accurately reflected in pay applications.
  • Maintain organized project records for audits, inspections, reporting, and project closeout.
  • Coordinate project closeout, including punch lists, final documentation, warranties, as-builts, and agency acceptance.
  • Promote strong communication between the field and office throughout the life of the project.
  • Ensure work meets company safety, quality, productivity, and customer service expectations.
  • Perform additional duties as assigned.
Qualifications
  • 5+ years of construction project management experience, preferably in heavy civil, roadway, utility, infrastructure, grading, paving, concrete, or public works construction.
  • Previous experience managing public works, municipal, state, federal, or other publicly funded construction projects strongly preferred.
  • Experience working with public agencies, municipalities, engineers, inspectors, and government representatives.
  • Strong understanding of construction plans, specifications, contracts, schedules, scopes of work, and project documentation.
  • Knowledge of public contracting requirements, prevailing wage requirements, certified payroll, compliance documentation, and public project reporting preferred.
  • Experience managing project budgets, job costs, forecasting, change orders, billing, and subcontractors.
  • Ability to manage multiple priorities, deadlines, and project stakeholders.
