Position Summary

Incumbents of positions in this series prepare and/or review plans, designs, specifications and cost estimates for environmental engineering projects; prepare and review analytical data for sanitary, environmental and air pollution control projects; perform calculations relating to environmental engineering problems; conduct field investigations and surveys in such areas as noise, air, water, waste water, industrial or hazardous waste; and perform related work as required.

The basic purpose of this work is to perform professional engineering duties in such areas as air and water pollution, water distribution and treatment, sewage treatment and solid waste management to locate, abate or control sources of environmental pollutants in accordance with sound engineering principles and applicable laws, regulations and standards.

The incumbent shall function as the District Environmental Engineer. The incumbent should possess a strong working knowledge and understanding of Federal and State environmental laws/rules/regulations including, but not limited to, the following: MEPA/NEPA, EPA, WPA, Section 106/Chapter 254, Section 401, NPDES, MESA/NHESP, YOP, Army Corps, 4(f), Article 97, and Chapter 91.

Duties and Responsibilities
  • Preparing, and overseeing the preparation of, all environmental permit applications (including, but not limited to, the following: RDAs, NOIs, ENFs, CE Checklists, Water Quality Certificates, Army Corps Permits, NPDES SWPPPs, YOPs, etc.) relevant to a variety of Project Development, Maintenance, Bridge and Construction Division functions in accordance with Civil Engineering principles, policies and practices.
  • Direct supervision of technical and professional staff involved in the preparation and reviews of environmental documents in compliance with MassDOT standards, policies and directives.
  • Reviewing project documents (plans, specifications, estimates, permit applications, permits, etc.) of in-house and consultant engineering designs. This includes checking all documents for accuracy and thoroughness with respect to civil and environmental principles, policies and practices, and submitting thorough, detailed written comments. Also reviewing and approving environmental documents and reviews prepared by others.
  • Providing civil engineering and environmental guidance to personnel in proper preparation techniques for plan submissions to environmental agencies. Recommending modifications to plans and/or specifications, as necessary, in accordance with environmental rules, policies, and regulations.
  • Representing MassDOT at public hearings. Participating in meetings with local, state and federal officials, including regulatory agencies.
  • Acting as a liaison with other MassDOT sections, government agencies, and public groups.
  • Ability to develop and provide solutions where conflicts arise with Department projects or operations and regulatory requirements/regulatory agencies.
  • Arranging and conducting liaison meetings and inspections to discuss issues and/or resolve problems.
  • _arranging/obtaining permit amendments, modifications and/or extensions based on civil engineering drawings submitted and approved. As needed, monitoring active projects for environmental compliance.
  • Coordinating with the District Bridge, Construction, Design and Maintenance Divisions to ensure activities are carried out in compliance with MassDOT environmental policies.
  • Analyzing and determining appropriate alternative methods of materials used in projects.
  • Performing technical studies, field assessments and wetland delineations.
  • Maintaining records.
  • Conducting field investigations and attending meetings to gather information on projects as needed.
  • Collecting, analyzing, organizing and communicating project data for various District projects.
  • Writing memoranda, letters and technical or general reports concerning the environmental aspects and status of a multitude of engineering projects.
  • Providing civil engineering data for the preparation and review of engineering or environmental reports and studies.
  • Providing civil engineering and environmental information and technical advice to fellow employees.
  • Preparing engineering plans, specifications and estimates for projects for the Highway Division's advertising programs; and performing related work as required.
Preferred Qualifications
  • Knowledge and field experience in permit compliance inspection and oversight, erosion control and stormwater management methodologies.
  • Knowledge of the principles of hydraulics as applied to surface drainage pipes and culverts.
  • Strong proficiency in Microsoft Office computer programs and other industry databases.
  • Ability to communicate clearly, concisely and accurately with the general public, consultants, agencies, contractors and MassDOT staff.
  • Knowledge of the principles and practices of civil engineering.
