Work Schedule

40 Hours per week. The regular work schedule will be determined based on programmatic needs. The position requires occasional Saturday hours and flexibility to accommodate evening assignments as needed.

Definition

Community Responder-Communications will respond to and prioritize incoming 9-1-1 referrals and non-emergency calls, ensure accurate information is gathered, assess the situation, determine the appropriate level of care, and dispatch necessary resources or refer individuals to suitable services.

Essential Functions
  • Respond to and prioritize incoming 9-1-1 referrals and non-emergency calls, gather accurate information, assess the situation, determine the appropriate level of care, and dispatch resources or refer individuals to suitable services.
  • Act as main point of contact for daily collaboration with law enforcement, emergency, and health agencies to coordinate response efforts, share critical information, and provide comprehensive support to community members in crisis. Manage access to private and sensitive data within DHHS DCC with strict confidentiality protocols in a HIPAA‑compliant case management system.
  • Handle needs such as substance use, conflict, emotional distress, houselessness, basic needs difficulties, first aid, and other related situations. Mediate and problem‑solve with community members around shared space, concerns for others, and community agreements. Provide follow‑up planning for short‑term or long‑term agreements during or after emergencies.
  • Initiate supportive follow‑up to connect community members who received emergency services in real time or ongoing with medical, non‑clinical, and clinical services as requested.
  • Build confidence and trust with community members in need, offering additional resources, connections, and culturally relevant support services.
  • Respond to daily requests timely, demonstrating effective communication and time management. Consult leadership as needed to assist in risk assessment, additional response coordination, and care coordination of complex cases.
  • Maintain and aggregate data to ensure equitable service to People of Color, LGBTQ+ and other excluded groups. Use ethical principles of data collection, analysis, and reporting to advance equity under HIPAA compliance.
  • Participate in community conversations addressing harm reduction, racial equity, structural racism, and bias related to mental illness, substance use, homelessness, and poverty.
  • Complete required training by the Division of Community Care and continue education in identified subjects such as trauma‑informed practices, culturally informed practices, peer crisis response models, collaborative problem‑solving, harm reduction, and emergency medical response training.
  • Assist in services navigation or facilitate urgent/ emergency elevated care when required; coordinate with police, EMS/Fire Department, dispatchers, or mutual aid protocols.
  • Will be trained to respond to calls in‑person as needed. Respond in‑person for assistance that does not require police, paramedic, medical response or transport, using trauma‑informed, person‑centered crisis response and harm reduction.
  • Perform similar or related work as required.
Supervision Received

Under direct supervision of the Coordinator and Director. The employee follows procedures, consults the supervisor as needed on matters not covered by policy, and refers unusual situations for further instruction.

Judgment

Requires examination, analysis, and evaluation of facts and circumstances to determine actions within accepted practices. Unusual circumstances are consulted with supervisors. The responder competently performs tasks and builds relationships during stressful situations while providing direct services.

Complexity
