Environmental Analyst Hybrid

Position: Environmental Analyst 3 (35 Hour) – Department of Energy & Environmental Protection (DEEP), Geological Survey, Hartford, CT.

Employment: Full-time, Hybrid (35 hours per week).
Salary: $76,600 – $110,249 per year.

The Environmental Analyst 3 supports bedrock mapping and research initiatives within the Geological Survey, contributing to authoritative geologic maps, datasets, and publications that provide statewide value.

• Adhere to the geology mission of the CGNHS (CGS Ch.462 Sec.
  24‑1 to 24‑4).
• Oversee technical reviews of quarry geologic source reports and related geochemical data for aggregate used in concrete under Connecticut General Statutes (22a‑349c and 22a‑349d).
• Serve as Principal Investigator on federally funded projects.
• Coordinate geological field surveys; provide technical direction for scientific research, public engagement activities, and professional services.
• Provide scientific support and advice to federal and state government officials, private developers, non‑profit organizations, educators, students, the media, and the public.
• Foster collaborative relationships with the academic community, municipal stakeholders, Councils of Governments (COGs), State and Federal agencies, non‑profits, and the public.
• Collaborate with other State Geological Surveys in formulating national earth science policies, programs, and related issues.
• Serve on internal and external State and National committees as a scientific representative of DEEP and the State of Connecticut.
• Collect, compile, analyze, and preserve data pertaining to the geologic environment.
• Manage preparation and publication of reports and maps on geology and natural resources of the State.
• Distribute, prioritize, assign, and review unit work; provide staff training and assistance.
• Conduct or assist in conducting performance evaluations.
• Act as liaison with operating units, agencies, consultant staff, and other outside officials regarding unit policies and procedures.
• Recommend policies and standards; prepare reports and correspondence.
• Conduct specialized planning, research, inventory, environmental quality and natural resource studies.
• Provide technical assistance in identifying state resources, planning and implementing natural resource education programs, and formulating environmental policies and management practices.
• Design elements for plans; develop programs and regulations to implement environmental policy.
• Serve as program coordinator; review and analyze proposed legislation or projects for consistency with policies, plans and statutes.
• Design and conduct site investigations; prepare environmental impact statements and recommend corrective actions and alternatives.
• Coordinate permit, monitoring, and enforcement activities; review and coordinate grant programs.
• Serve as department representative on various regulatory and advisory boards and committees.
• Prepare informational and educational materials, grant applications, legal documents, budget information, and enforcement reports.
• Oversee development and preparation of publications and guidelines on environmental protection, natural resource education and other issues.
• Monitor and testify at public hearings; serve as a legislative liaison.
• Lead lower‑level staff on assigned projects; perform related duties as required.

  Experience:
  
  Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
• Academic Background: Equivalent experience may be substituted by college training in a scientific or technical discipline related to the environmental field (15 semester hours = ½ year of experience, up to 4 years for a Bachelor’s); a Master’s degree can substitute up to 5 years of experience.
