The Southern Mental Health Authority (SMHA), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a mission-driven Fiscal Services Manager (PCN 153260) to provide strategic financial leadership in a highly regulated, high‑impact healthcare environment. - Provide comprehensive fiscal oversight for all operations within the Southeast Mental Health Authority, including budgeting, accounting, asset management, expenditure monitoring, and financial reporting.
- Maintain strict compliance with state and federal regulations, Medicaid cost reporting, grant requirements, and internal control standards.
- Prepare for and respond to audits, develop and implement corrective action plans, and ensure adherence to state finance rules.
- Ensure accurate tracking, segregation, and allowable use of funds in a high‑risk and highly regulated environment.
- Oversee timely payments to staff, vendors, and clinical contractors to prevent service disruption.
- Support procurement and purchasing activities in alignment with state policies.
- Maintain the financial stability required to safeguard continuous access to medication, therapeutic services, and essential clinical resources.
- Serve as a key advisor to agency leadership, shaping fiscal strategy and operational decision‑making.

The Southeast Mental Health Authority is a community mental health agency whose primary goal is to provide high quality behavioral health services to those in our community with mental health and substance use disorders who are 18 years or older and reside in New London County and its surrounding towns. Services, which include case management, outpatient behavioral health, crisis intervention, respite care, and forensic services, are recovery oriented and offered in a trauma informed and culturally sensitive manner.

As a State Operated Local Mental Health Authority, SMHA is responsible for administering all DMHAS contract funded behavioral health services in southeastern Connecticut.
- A comprehensive medical examination, including a drug screening, will be required of all applicants upon a conditional offer of employment.

Eight (8) years of experience in business administration or health care administration involving responsibility for financial management or budget development.
Minimum Qualifications - Special ExperienceFour (4) years of the General Experience must have been in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.
Minimum Qualifications - Substitutions Allowed- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
