Position: Manager, Head Start on Housing

The Manager will supervise, organize, implement, and otherwise lead the statewide Head Start on Housing program and related services as needed. Provides leadership in the implementation of housing programs and initiatives. Will oversee and provide guidance to staff within the Head Start on Housing program. An understanding of Results Oriented Management Accountability (ROMA) is expected.

Required Skills
  • Monitors and manages assigned programmatic budgets.
  • Supervises Head Start on Housing employees; assigns and reviews work.
  • Participates in Agency and State trainings and supervises training activities.
  • Maintains precise and accurate documentation to ensure all the program requirements are met in the mandated time frame, including client files, partner agency files, and entries into the program databases.
  • Maintains comprehensive working knowledge of community and resources and assists customers in accessing such resources should services not be provided by the Agency’s Head Start on Housing apparatus.
  • Represents TVCCA in collaborative meetings and networks with community partners.
  • Develops and nurtures partnerships with local, state, and federal stakeholders.
  • Coordinates with state and private providers, such as the Office of Early Childhood and John D’Amelia & Associates, to acquire data, jointly manage client cases, and improve systems.
  • Organizes and oversees activities with outreach sites and other social service agencies.
  • Assists in the preparation of statistical information, and prepares and submits reports required by funding agencies.
  • Acquires and maintains knowledge of program guidelines, as well as other agency programs.
  • Assists in responding to complaints and aids in problem resolutions.
  • Evaluates client satisfaction through surveys and community focus groups and interprets results.
  • Works effectively with coworkers, supervisors, and staff from other departments to solve problems and to improve processes and services.
  • Collaborates with Development Department to seek additional programmatic and administrative dollars to help support and augment services offered by TVCCA.
  • Works occasional evening and weekend as needed for programmatic activities.
  • Sets and observes appropriate boundaries with clients; observe client confidentiality and HIPPA.
  • Is an effective team leader.
  • Ability to work under pressure, address multiple priorities, and meet deadlines.
  • Knowledge of community and statewide resources.
  • Knowledge of program planning, organization, and implementation.
  • Ability to identify key issues in problem solving and implement effective, creative solutions.
  • Operate office equipment including but not limited to computer, telephone, scanner, copy machine.
  • Excellent computer skills (Microsoft Office Suite, Excel, Access and Canva).
  • Ability to climb stairs; sit for periods of up to seven (7) hours per day.
  • Physically lift between 20 and 30 pounds (applications, folders, forms, copy paper, etc.).
  • Perform additional tasks to meet the needs of the program/agency.
  • Adhere to Agency dress code; be clean, neat and well-groomed.
Required Experience
  • Bachelor’s Degree in relevant discipline with a minimum of five years of related work experience, two of which were supervisory in nature.
  • Experience conducting training, outreach, and presentations.
  • Experience leading and managing personnel in different locations and on multiple projects with differing qualifications and deadlines.
  • Must hold a valid driver’s license and have reliable transportation to travel for business meetings, community meetings, and training events across the State of Connecticut.
Strong Communication And Computer Skills Required

Must have strong decision making, organizational, and leadership skills.
