Salary: FY26 Grade 7NU $94,745.56 - $ annually for steps 1-3 (salary range exceeds hiring range)
General SummaryThe purpose of this position is to provide skilled administrative, technical, and accounting work in the receipt, expenditure, and custody of municipal funds as well as in assisting the Treasurer to discharge the duties of the office; all other related work as required.
Essential Job Functions- Receives and accounts for all municipal funds and oversees cash flow management, planning, and control;
- Initiates bank wires and issues manual checks as necessary to maintain cash balances and fulfill warrant expenditures.
- Maintains daily cash sheet with bank balances;
- Oversees payroll and acts as the main payroll backup;
- Manages short-term cash in town bank accounts and maintains ledger of account balances;
- Balances monthly bank statements;
- Completes a variety of reports for the Treasurer;
- Performs special projects;
- Communicates with various banks daily; verifies bank balances, transfers/wires funds for payment of bills or payroll, requests stop payment on checks, inquires of interest rates, requests copies of deposits, following up on bad checks or other banks charges, adjustments, fees, etc;
- Answers questions from taxpayers, banks, attorneys, employees, and retirees; explains procedures and regulations;
- Performs all the essential functions of the Treasurer in his/her absence.
- Familiarity with financial and mathematical principles, practices and applications;
- Complete working knowledge of the principles and practices of financial management and specific knowledge of the legal controls, methods and procedures of municipal finance;
- Thorough knowledge of computer applications for accounting and financial management;
- Comprehensive knowledge of GAAP and the UMAS;
- Ability to establish and maintain effective and harmonious working relationships with town officials and departments, members of the banking community, benefits providers, and all town and school employees;
- Excellent verbal and written communication skills and expertise in utilizing database and spreadsheet applications;
- Bachelor’s degree in accounting, finance, business administration, or related field;
- Five years of progressively responsible accounting experience, including Treasury management; or any equivalent combination of education and experience;
- Must be able to be bonded;
- A Valid MA driver’s license is required.
- Experience with MUNIS, preferred.
