SUMMARY

This position is responsible for providing accurate and timely senior examiner level support to: (1) Process and approve Past Service applications, including the most complex applications (2) Process, audit, and approve payments crediting contributions and service to members’ accounts (3) Process/respond to member, employer, and Illinois reciprocal systems inquiries concerning service, contributions, and eligibility. This position is responsible for preparing and auditing the accuracy of the service costs and payment posting, which requires knowledge of various cost calculations and formulas.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Along with the Past Service Data Examiners:
    Process and approve all types of Past Service applications.
  • Process, audit, and approve payments crediting contributions and service to members’ accounts.
  • Process/respond to member, employer, and Illinois reciprocal systems inquiries concerning service, contributions, and eligibility.
  • Process/audit/approve specific and miscellaneous member and employer adjustments. Adjustments include but are not limited to:
    • Corrections to member accounts which relate to service, earnings and contributions, employer reserve adjustments, transfers in between retirement systems, and special adjustments due to legislative changes. This duty is performed as needed.
    • Make process improvements to streamline the Purchase of Services (POS) functions.
  • Conduct internal research and review all application types, payments, support documents, member and employer records to determine eligibility for service using mainframe and PC programs.
  • Provide expert support to the Past Service team and assist the team with resolution of all system pends to ensure consistency in the Unit. Must also be able to answer questions about past service applications processing and interpretation of past service policies.
  • Research complex problems to provide recommendations and explanations to the team.
  • Participate in Fund technology projects and in system testing, as assigned.
  • Daily processing and auditing duties could include, but are not limited to:
    • Analysis – Both current and past member records must be reviewed and analyzed to determine a member’s eligibility for a specific type of past service credit. Knowledge of service application types, past and present IMRF policies, legal rulings and procedures, and requirements of the Illinois Pension Code statutes as they relate to all areas of IMRF. Must analyze payment records to resolve problems, track payment histories, credit ledger contributions/service for the member and employer accounts.
    • Research – Knowledge of the various resources, and ability to determine which of these resources should be used to locate diverse types of information.
      • Resources include – IMRF Pension Administration System (Horizon), Imaging system, microfiche, microfilm, employer paper files, board minutes, Illinois Pension Code, IMRF Legal Interpretations, Authorized Agent's Manual, and external documentation.
      • Research Information – Member employment records, payroll records, employer resolutions, payment information, social security records, Illinois state statutes, IMRF policies and procedures.
    • Data Organization – Enter applications and member information into Horizon. Information includes, but is not limited to: personal member information, earnings records, coverage periods, interest dates, cost factors/variances, and comments. Maintain, track, and organize workload individually and as a team. Communications –Responsible for responding to member, employer, Illinois reciprocal and out-of state retirement system inquiries. Computer-generated and manually written correspondence, in addition to daily oral communication, is required.
