Summary

Under the general direction of the Director of Utilities, this position performs highly responsible professional and managerial work in directing and administering the Engineering Division of the Water and Sewer Utility. The work involves planning, organizing, and overseeing utility engineering, design, construction, planning, and technology systems related to water distribution, water treatment, and wastewater infrastructure. The position requires the exercise of independent judgment, advanced technical expertise, and administrative accountability to ensure the effective delivery of utility services and compliance with applicable regulations and standards.

Located along the western shore of Lake Michigan, Oak Creek is in the midst of a development boom and is one of the fastest growing cities in southeastern Wisconsin. In two decades, the City’s population grew over 25 percent, and substantial growth and development is projected into the future.

The Oak Creek Water and Sewer Utility is one of the most progressive utilities in the nation. Always seeking new ways to improve, the Utility has committed to continued excellence through a program of quality improvement. The Oak Creek Water and Sewer Utility provides water and sewerage service to 70,000 people over an 83 square mile service area.

Duties, Functions and Supervision/Accountability

The position plans, organizes, directs, and coordinates all activities of the Engineering Division for the Water and Sewer Utility. This includes managing utility engineering and construction activities using a combination of in‑house staff and consulting services and providing professional engineering judgment and technical leadership for all aspects of water systems, water treatment facilities, and wastewater systems.

Qualifications
  • A valid Wisconsin motor vehicle operator’s license.
  • Registration as a Professional Engineer in the State of Wisconsin. Also, WDNR certification as a Waterworks Operator in Surface Water and Distribution and Wastewater Operator certification in Collections within 1 year of employment. Loss of Professional Engineer registration may be grounds for disciplinary action or termination.
  • A bachelor’s degree in civil engineering or a closely related engineering discipline.
  • A minimum of five to seven years of progressively responsible experience in municipal utility engineering, including experience in project management and supervision.

Special Conditions of Work

Paid Time Off (PTO) Schedule

  • 1–3 Years: 23 days per calendar year (pro‑rated first year)
  • 4–6 Years: 25 days per calendar year
  • 7–9 Years: 28 days per calendar year
  • 10+ Years: 30 days per calendar year

Holidays
:
Ten (10) per year as scheduled annually by Council. See Utility handbook for details.

Health Insurance
:
The City’s plan offered is subject to change each calendar year. Employee is eligible for coverage on the first of the month following 30 days of service. Employee contributes toward monthly premium.

Dental Insurance
:
Delta Dental or Care Plus plan. Specific plans offered are subject to change each calendar year. Employee is eligible for coverage on the first of the month following 30 days of service.

Vision Insurance
:
Voluntary (employee‑paid) plan available through Superior Vision. Employee is eligible for coverage on the first of the month following 30 days of service.

Pension
:
Wisconsin Retirement Fund. Employee pays employee share of WRS contribution rate each pay period.
