Family Child Care Director - or Medium FCC

Summary

The purpose of the Family Child Care (FCC) Director is to administer a home‑based, developmentally appropriate early childhood and school‑age program for eligible patrons. The role directs and operates a system of up to 29 homes (small) or 30–85 homes (medium), coordinating services provided by CDH providers based on demand and funding availability.

• Program Management
  :
  Apply child development principles to supervise FCC developmental programming; ensure implementation of developmentally appropriate programs that promote children’s social, emotional, physical, and cognitive growth; oversee staff and providers; ensure safety of children in line with DoD, DoN, and local policies; conduct surveys and needs assessments; maintain statistical data; liaise with local institutions.
• Budgeting and Financial Management
  :
  Implement policies regarding fees, subsidies, incentives, and contracts; process subsidies accurately; adhere to authorized acquisition methods; ensure compliance with all regulations governing use of appropriated and non‑appropriated funds.
• Personnel Management
  :
  Supervise employees and providers; initiate personnel actions; uphold EEO objectives; maintain a resource lending library; establish performance standards; resolve personnel complaints; collaborate with Training and Curriculum Specialist on training needs; encourage professional development (e.g., CDA credential, college courses).
• Program Operations
  :
  Contribute to SOPs; collaborate with other CYP Directors to establish a combined Parent Involvement Board; develop and distribute handbooks; coordinate with the Central Waiting List to fill vacancies.
• Compliance
  :
  Adhere to DoN, DoD, and MCCA standards; implement inspection findings; coordinate annual inspections; ensure child abuse reporting; ensure nutritionally balanced meals per USDA guidelines.
• Other responsibilities:
  
  Serve as mandatory reporter to Family Advocacy and Child Protective Services.

• Must successfully pass E‑Verify employment verification.
• Must pass a pre‑employment physical, provide evidence of immunizations, and be free of communicable diseases.
• Must obtain and maintain the required security clearance.
• Subject to pre‑employment and random drug testing; a positive test or failure to submit may lead to removal.
• Must complete the Installation Records Check (SARP, FAP, NJIS databases) and comply with federal child‑care background requirements; automatic disqualification for a conviction in a sexual offense, felony drug offense, child‑victim crime, or negligent injury to a child.
• Must maintain required training certificates and credentials per federal, state, or national accreditation institutions.

• 3 years full‑time experience working with children and/or youth and appropriate education, or a combination of education and experience.
• Strong knowledge of child development principles and ability to design/manage a complex program covering safety, security, disease prevention, staff training, developmentally appropriate activities, parent involvement, and facility management.
• Knowledge of federal and state laws on child abuse and neglect prevention; facility design and maintenance concepts.
• Understanding of DoN, local, and state child regulations and military child‑care instruction.
• Financial management, budgeting, and purchasing knowledge related to child‑development programs.
• Preferred experience working with military families and familiarity with military lifestyles.
• Effective communication skills in English (oral and written) and strong interpersonal abilities.
• Ability to identify and respond to emergency situations, including evacuations and child illness.

Requirement:

• A 4‑year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early‑childhood emphasis)

  * * 3 years full‑time experience with children and/or youth.
• OR a Master’s degree in a related field
  ** and
  * * a minimum of 1 year professional experience with children.
• OR a combination of education and experience (e.g., 24 higher‑level semester hours equivalent to a major)
  ** and
  * * 3 years full‑time experience with children and/or youth.
