Summary
The purpose of the position is to provide FAP clinical case management, treatment, and community liaison to commands, active‑duty members and their families on child abuse/neglect, domestic abuse, other types of family violence, family dynamics and strengths, problematic sexual behavior in children and youth. The incumbent will also provide liaison/consultation services to supervisors and department heads concerning DoD/Navy FAP prevention and intervention.
Responsibilities- I. FAP Clinical Case Management
Serve as the FAP clinical subject matter expert on domestic abuse and child abuse/neglect. Consult with installation leadership, medical professionals, and service/family members regarding clinical needs assessments, determining intervention, and utilizing treatment strategies. Follow all processes, per Regional and local Standard Operating Procedures, Counseling Desk Guidance, and FFSP Certification Standards, and maintain FAP case records. Conduct initial and ongoing FAP clinical assessments with and provide intervention services for active-duty members and their families, including clients at risk for domestic violence and child abuse.
- Triage, coordinate safety and treatment planning, and establish individualized treatment goals tailored to service/family members.
- Conduct comprehensive clinical assessments and incident assessments to identify high‑risk situations such as suicide or homicide risk.
- Provide case management services including risk assessment, safety planning, referrals, and follow‑up on abuse allegations.
- Deliver clinical treatment for individuals, couples, children, families, and groups on family maltreatment, facilitate evidence‑based group programs, and coordinate with the assigned FAP Victim Advocate.
- Present case information at Clinical Case Staff Meetings, document results, and implement recommendations.
- Coordinate with the FAR and other providers as needed, and participate in quality assurance and risk management activities.
- Maintain FAP clinical case records, treatment plans, and required statistical data.
- Provide after‑hour on‑call services for emergent family advocacy situations, including counseling, crisis intervention, safety planning, and victim advocacy.
- II. Community Liaison
Liaison with cities, counties, states, federal and non‑government agencies, military agencies, and commands to enhance FAP prevention and response. Represent the Navy at community liaison meetings, educate on domestic violence, and coordinate services for military members and their families. Provide consultation to agencies about Navy FAP, risk assessment, treatment, and IDC/CCSM processes.
- III. Problematic Sexual Behavior in Children and Youth
Receive reports of problematic sexual behaviors (PSB‑CY) and take appropriate action. Provide or coordinate clinical services, psycho educational support, assessment, and intervention for children, youth, and families. Coordinate safety and supervision planning, serve as the designated case manager, and ensure all actions comply with policy and civilian reporting requirements. Support affected families with at‑risk and safety planning information, and present case reviews at the PSB‑CY MDT and Clinical Case Staff Meeting.
- The incumbent must meet Tier II qualification requirements described in SECNAVINST 1754.8.
- This position is designated Non‑Critical Sensitive; a determination of eligibility for Secret security clearance is required.
- The incumbent must be authorized to regularly contact children under 18 and maintain suitability.
- The position requires temporary duty or business travel approximately 10% of the time.
- A valid, state‑issued driver’s license is required.
- Work may require flexible hours, including nights, weekends, and after‑hour care.
- The incumbent must have routine on‑site access to government facilities; telework is only permitted for situational telework.
- Successful completion of the E‑Verify employment verification check is required.
- Must be a U.S. citizen to obtain and maintain a Secret Security clearance.
