We are seeking a Procurement Officerii who will provide advanced federal subcontract and procurement support to the Oak Ridge National Laboratory (ORNL). This position will focus on administering and managing medium to high complexity subcontracts and purchase orders for commercial services and materials, with an emphasis on delivering a high level of professionalism, regulatory compliance, and customer service. The successful candidate will lead acquisition strategies for medium to high‑value, multi‑year procurements, ensure compliance with FAR, DEAR, and DOE requirements, and serve as a subject matter expert on federal purchasing practices.
Examples of procurement efforts could include managing and leading competitive solicitations for large, first‑of‑a‑kind equipment purchases, professional and consulting services, and other complex commercial acquisitions. This role will also involve mentoring and training junior staff.
- Plan, negotiate, award, and administer medium complexity federal and commercial purchase orders and subcontracts.
- Develop acquisition strategies for medium‑to‑high value procurement and lead competitive evaluation teams.
- Experience in creating and documenting cost/price analysis and preparing compliant price reasonableness documentation for audits.
- Ensure compliance with DOE prime contract requirements, FAR, DEAR, and ORNL policies.
- Act as the primary point of contact for all functions related to each award.
- Coordinate award activities with internal and external stakeholders (Legal, Accounts Payable, DOE representatives, etc.).
- Provide expert guidance on procurement risk, compliance, and regulatory interpretation.
- Represent ORNL in federal procurement reviews and audits.
- Mentor junior procurement staff and contribute to process improvement initiatives.

- BS/BA degree.
- Minimum 2 years of procurement/contracts experience.
- Experience with DOE or federal government procurement is highly desirable.
- Experience with cost‑reimbursement and fixed‑price contracts.
- Ability to manage complex solicitations and competitive procurements.
- Advanced negotiation and cost analysis skills.
- Experience with Ariba and other procurement systems.
- Excellent communication skills and ability to work effectively with diverse stakeholders.
- Proficiency in Microsoft Office tools and Adobe Acrobat.
- Ability to function well in a fast‑paced procurement environment, set priorities, and adapt to changing needs.
- Strong knowledge of FAR, DEAR, DOE acquisition regulations.
- BS degree in business, supply chain, or a technically related field.
- Excellent written and oral communication skills.
- Motivated self‑starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast‑paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Security, Credentialing, and Eligibility Requirements:- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- For employment at Oak Ridge National Laboratory (ORNL), a Real form of identification will be required.
