The Work Management Division (WMD) within the Environment, Safety, Health and Quality (ESH&Q) Directorate at the Oak Ridge National Laboratory (ORNL) seeks to hire an exceptional and proven candidate as a Subcontractor Field Representative within the Integrated Research Operations Support Group. The successful candidate will be responsible for coordination and oversight of safety and other contract requirements for non-construction work activities performed on-site by subcontractors.
This will ensure safe work execution in potentially hazardous areas and a high-security environment.
- Serve as liaison between the subcontractor/supplier performing work, and ORNL staff.
- Assist in development of Statements of Work, Hazard Analyses, work permits, and other documentation.
- Assist in reviewing purchase requests for on-site work that involves hazards.
- Facilitate requests and approvals for site access by subcontractors.
- Assist in conducting pre-job briefings in conjunction with technical staff.
- Monitor subcontractor performance to assess safety and compliance with UT-Battelle contract deliverables.
- Assist in mentoring and evaluating subcontractor staff and work activities.
- Reinforce the expectation that everyone is personally responsible for safety and stop work if unsafe conditions are identified.

- A BS degree in engineering, science, or a related technical discipline (e.g. health and safety, industrial hygiene, environmental management, project management, operations, etc).
- A minimum of 5 years of experience in a health and safety or operational oversight role in facilities with a variety of hazards.
- Experience evaluating compliance with documented requirements, safety, quality, or security oversight.
- Experience reporting on a variety of issues and events.
- Ability to read and comprehend complex requirements and identify applicability to ongoing work.
- Ability to clearly communicate and develop a rapport with a variety of roles and levels of management both verbally and in writing.
- Direct experience overseeing subcontractors’ work activities and ensuring safety and compliance with requirements.
- Experience analyzing hazards and identifying controls to keep workers safe.
- Experience with security requirements, emergency response, and non-employee access controls.
- Operations experience in a Research & Development or manufacturing environment.
- Ability to track multiple activities that require varying types of support.
- Ability to work with electronic systems such as databases, queries, and the expanded Microsoft toolset (Office, SharePoint, Power BI, etc).
- Continuous improvement or causal analysis experience.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
- Physical Requirements:
Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer. - Visa Sponsorship:
Visa sponsorship is not available for this position. - This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
For employment at Oak Ridge National Laboratory (ORNL), a Real form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
