The Site Safety & Health Officer (SSHO) is responsible for planning, managing, and supporting the functional area of environmental safety and health (ES&H) for assigned project(s). Establish and maintain contact with the Project Manager, Corporate ES&H Manager, and others as required to fulfill health and safety commitments on assigned projects. Anticipate potential safety-related problem areas and evaluate and recommend solutions or corrective actions.

Safety Program Management

  • Lead development, submission, approval coordination, implementation, and enforcement of the Accident Prevention Plan (APP) in accordance with EM 385-1-1 and contract requirements.
  • Ensure compliance with EM 385-1-1, OSHA (29 CFR 1926), and all applicable federal, state, and local regulations
  • Manage and support construction and general industry safety programs for assigned projects
  • Act as the controlling authority for site safety, including subcontractors
  • Establish and maintain communication with the Corporate ES&H Manager, the Project Manager, and regulatory agencies as required
  • Ensure overall program compliance with company policies, customer requirements, and regulatory standards

Field Oversight & Enforcement

  • Maintain a continuous, full-time on-site presence whenever work is being performed and serve as the designated SSHO of record for the project.
  • Monitor daily work practices of employees, contractors, and subcontractors
  • Conduct daily safety inspections and enforce corrective actions
  • Exercise immediate and unilateral stop-work authority for unsafe conditions or behaviors and ensure corrective actions are implemented prior to resumption of work.
  • Recommend issuance of Notices of Non-Compliance and follow through to ensure corrective actions are implemented
  • Provide supervision and guidance to craft and administrative personnel regarding health and safety requirements

Planning & Hazard Analysis

  • Lead development, review, approval, and enforcement of Activity Hazard Analyses (AHAs) and ensure all work activities are covered prior to execution.
  • Identify hazards and ensure appropriate controls are implemented
  • Ensure AHAs are communicated to and acknowledged by all workers prior to the start of work
  • Anticipate potential safety and industrial hygiene (IH) risks and provide technical direction to mitigate hazards

Training & Meetings

  • Conduct and document weekly toolbox talks and monthly supervisor safety meetings
  • Provide ongoing safety, health, fire prevention, and hazard awareness training
  • Research and develop training materials and assist in the delivery of OSHA and company-required training programs

Documentation & Reporting

  • Maintain required safety documentation, including APP, AHAs, permits, inspection reports, and daily field reports
  • Prepare and maintain accident reports, exposure reports, and audit documentation
  • Conduct accident investigations, compliance audits, health surveys, and insurance audits; document findings and corrective actions
  • Report incidents in accordance with EM 385 and company reporting requirements

Coordination & Communication

  • Coordinate with the Superintendent, QC Manager, and project leadership while maintaining safety independence
  • Interface directly with USACE COR/ACO, participate in preparatory and initial control phase meetings, and support RMS documentation and compliance reporting.
  • Communicate safety expectations, risks, and performance between management and field personnel
  • Collaborate with internal departments and business units to support project success
  • Escalate industrial hygiene concerns to the Regional Program Director/ES&H Manager as appropriate
  • Provide proper flow of communication from upper management to team members and vice versa.
  • Perform duties, responsibilities, and assigned tasks with minimal direction and oversight.
  • Work with other departments within the company and business units as required.
  • Other duties as assigned.

Education/Training

  • Bachelor's Degree in Science, Engineering, Health & Safety, or similar relevant field in applied occupational health and safety, emphasizing industrial hygiene (IH) cross-training.
  • Required

    Certifications:
    • Current OSHA 30-hour General Industry Safety Training Current;
    • Verification of annual 8-hour competency training and/or self-study (As required by EM 385-1-1 Section 1 Subsection 01.A.17)
    • Valid First Aid and CPR
  • Preferred

    Certifications:

    Certified Occupational Safety Specialist (COSS), Associate Safety Professional (ASP), Certified Safety Professional (CSP), or Occupational Health Safety Technologist (OHST)

Experience

  • Minimum of five (5) years of continuous construction industry safety experience supervising general construction, five (5) years of constant general industry safety experience managing safety programs, or five years of experience and a Third-Party, nationally accredited SOH-related certification.
  • Knowledge of applicable government health and safety regulations and standards, including EM 385-1-1.
