Navarro Research & Engineering is seeking an experienced Environmental Scientist to support environmental compliance activities in Oak Ridge, Tennessee. This position plays a key role in ensuring compliance with the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA) for projects supporting U.S. Department of Energy (DOE) missions. The ideal candidate will bring strong technical expertise in NEPA document preparation and review, along with practical experience coordinating NHPA compliance activities.
Responsibilities- Lead and support NEPA compliance activities for environmental, infrastructure, and operational projects
- Prepare, review, and manage NEPA documentation, including Categorical Exclusions (CXs), Environmental Assessments (EAs), and Environmental Impact Statements (EISs)
- Coordinate NEPA reviews with project teams, DOE representatives, and regulatory stakeholders
- Provide technical support for NHPA compliance, including Section 106 reviews, cultural resource considerations, and coordination with State Historic Preservation Offices (SHPOs) and Tribal representatives, as required
- Ensure environmental reviews are integrated into project planning and decision-making processes
- Track regulatory commitments and ensure compliance with applicable federal, state, and site-specific environmental requirements
- Support internal and external audits, reviews, and regulatory inquiries related to NEPA and NHPA
- Prepare technical reports, memoranda, and briefing materials for management and DOE customers
- Bachelor's degree in a science field.
- Minimum of 7 years of experience in National Environmental Policy Act (NEPA) compliance
- 5 years in the preparation and review of NEPA documents
- Experience with National Historic Preservation Act compliance.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
