Overview

Step into a career‑defining opportunity with Orano USA, a global leader in nuclear innovation, as we launch Project IKE— a cutting‑edge uranium enrichment facility in Oak Ridge, Tennessee. As the Estimator you’ll lead the development and maintenance of high‑level, facility‑wide cost estimates for Project IKE, consolidating total CAPEX and OPEX across all project scopes into a single, integrated program‑level cost model.

Your work will directly support investment decisions, funding approvals, and project controls for a multi‑billion‑dollar facility.

Key Responsibilities
  • Develop and maintain program‑level and facility‑level cost estimates covering all major systems, infrastructure, indirects, and owner’s costs, consolidating total CAPEX and lifecycle OPEX across engineering, procurement, construction, commissioning, and operations support.
  • Integrate inputs from multiple scopes, contracts, and project phases into a single normalized cost model, establishing and managing estimate WBS/CBS structures aligned with project controls and financial reporting.
  • Work directly with EPC contractors to review detailed estimates, pricing methodologies, labor norms, and indirect cost structures, performing estimate validation, benchmarking, and reconciliation between owner and contractor cost models.
  • Lead estimate review workshops and challenge sessions to ensure scope completeness and cost realism, and evaluate contractor change order pricing, cost growth, and trend impacts at the program level.
  • Develop parametric and factored estimates for early‑phase decision support, and support risk‑based estimating, contingency development, and scenario analysis.
  • Analyze cost drivers, escalation, productivity assumptions, and market conditions to inform program‑level cost positions.
  • Align estimates with budgets, forecasts, and cost reports, supporting stage‑gate approvals and investment memoranda.
  • Maintain estimate basis documentation and version control across all project phases.
Qualifications
  • Bachelor’s degree in engineering, Construction Management, Quantity Surveying, Finance, or a related field, or equivalent industry experience.
  • 5–12+ years of estimating experience on large capital projects, with demonstrated experience producing facility‑level or program‑level CAPEX estimates.
  • Experience working on the owner’s side in coordination with EPC contractors strongly preferred.
  • Experience consolidating multi‑contract and multi‑discipline cost models.
  • Expertise in high‑level (Class 5–Class 3) estimating, parametric modeling, and cost scaling.
  • Strong proficiency in Excel‑based cost integration models and estimating platforms such as Aspen, InEight, CostX, or equivalent.
  • Solid understanding of indirect costs, owner’s costs, escalation, contingency, and lifecycle cost modeling.
  • Ability to interpret EPC detailed estimates and perform independent validation.
  • Knowledge of AACE cost estimate classifications and recommended practices preferred.
  • Experience with risk analysis tools such as Monte‑Carlo, @Risk, or Primavera Risk Analysis preferred.
  • Background in large, complex, or regulated projects such as energy, nuclear, DOE, infrastructure, or industrial mega projects preferred.

This position requires access to classified national security information. Only U.S. citizens (natural born or naturalized) are eligible for a security clearance. Applicants must possess or be able to obtain and maintain a clearance to access classified national security information. This position also requires access to information subject to export controls under the Department of Energy regulations at 10 C.F.R. Part 810 and the Department of Commerce Export Administration Regulations.
