What You'll Do

The Y-12 National Security Complex (Y-12) is seeking a highly qualified Building Official to ensure the safety and compliance with the International Building Code (IBC) and other applicable codes and standards, review construction documents, oversee inspections, and issue approvals for a wide range of facilities constructed using a conventional (commercial) approach.

The Y-12 Building Official (YBO) is a new position designed to emulate building official responsibilities in the commercial project arena.

As the YBO you will be responsible for upholding the highest standards of building safety and code compliance. Your primary roles and responsibilities will include:

  • Establishing a Stand-Alone YBO Office: At the onset, this position will be an individual contributor utilizing matrixed Y-12 Subject Matter Experts to support traditional building official roles and responsibilities for commercial projects at Y-12. However, over the first 6-months of employment, the YBO will provide a strategic plan for maturing a YBO Office (which as the YBO, they will head) including resource needs, budget, and schedule for implementing a fully functional YBO Office based on the projected future commercial project portfolio.
  • Code Compliance: Serve as the CNS primary authority for the interpretation and enforcement of the International Building Code (IBC) and all other adopted codes, standards, and regulations pertaining to construction, alteration, demolition, and occupancy of buildings and structures at Y-12. The YBO will work with the CNS Fire Projection and Electrical Contractor Authority Having Jurisdiction (CAHJ) and their approved delegated authorities for code enforcement related to fire protection and electrical systems, respectively.
  • Plan Review: Conduct comprehensive reviews of construction documents, including architectural, structural, mechanical, electrical, and plumbing plans, to ensure compliance with applicable building codes, safety standards, and project specifications.
  • Inspections: Perform or direct inspections at various stages of construction to verify adherence to approved plans, specifications, and code requirements. This includes foundation, framing, insulation, mechanical, electrical, plumbing, and final inspections. Provides oversight of special inspections, defined in Chapter 17 of the IBC, including overseeing any special inspection contracts.
  • Issuance of Permits and Certificates: Administer the process for issuing building permits, certificates of occupancy, and other required approvals.
  • Investigations: Investigate complaints and alleged code violations. In addition, work with other CNS SMEs (e.g., discipline chief engineers, CAHJs) to investigate failures of structures, systems, and components during the contract specified warranty period to determine causes and recommended corrective actions.
  • Documentation and Reporting: Maintain accurate records of all plan reviews, inspections, permits, and correspondence. Prepare reports on building code compliance activities.
  • Technical Guidance: Working with CNS SMEs (e.g., discipline chief engineers, CAHJs), provide expert technical guidance and interpretations of building codes to project managers, engineers, architects, contractors, and other stakeholders.
  • Collaboration: Collaborate with other Y-12 departments, safety officers, and regulatory bodies to ensure integrated and effective safety programs.
  • Training and Development: Stay abreast of changes and updates to building codes and industry best practices. Participate in professional development activities to maintain expertise.

  • Bachelor's degree in Architecture, Engineering, Construction Management, or a closely related field from an ABET or similarly accredited institution and a minimum 20 years of relevant experience.
  • Possession of a current, nationally recognized certification as a Building Official (e.g., ICC Certified Building Official) or ability to obtain within 12 months of hire.
  • Extensive knowledge and demonstrated expertise in the International Building Code (IBC) and related International Codes (e.g., IFC, IPC, IMC, IRC, IECC, IgCC, NFPA standards).
  • Thorough understanding of electrical codes (e.g., NFPA 70/NEC), mechanical codes, plumbing codes, fire codes, and accessibility standards (e.g., ADA).
  • Ability to obtain and maintain a Q clearance (DOE security clearance), which requires U.S. citizenship.
