Technical Security and Signals Countermeasures Specialist

The Field Intelligence Operations Division, residing within the National Security Sciences Directorate, invites candidates to apply to join the team as a Technical Security and Signals Countermeasures (TSSC) Specialist to apply technical proficiency and expertise to ensure security and safeguards throughout the SCIFs in accordance with DOE and IC policy. The TSSC Specialist will work as part of a team on the Oak Ridge National Laboratory’s SCIF Technical Security Program regarding technical surveillance countermeasures and TEMPEST activities.

This position combines advanced technical skills with strategic management and strict adherence to security protocols. The TSSC Team Manager will be responsible for ensuring Department of Energy (DOE) Orders, Intelligence Community (IC), and other contract‑mandated Safeguards and Security requirements are communicated to ORNL management and staff.

Purpose:

You will be involved in all facets of planning and conducting tactical, strategic, and joint TSSC operations and activities. These activities are designed to detect and neutralize a wide variety of hostile technical surveillance technologies designed to obtain unauthorized access to classified and sensitive information.

Primary duties will include development, documentation, implementation, and compliance assurance of the TSCM and TEMPEST programs. Major duties and responsibilities:

Technical Security Operations & Compliance

  • Conduct TEMPEST Testing and Technical Surveillance Countermeasures (TSCM) sweeps, surveys, and inspections of facilities, vehicles, and communications systems to detect and neutralize illicit surveillance threats.
  • Operate and maintain specialized TSCM and TEMPEST equipment to ensure accuracy and effectiveness.
  • Ensure activities comply with DOE, DoD, and organizational policies, standards, and accreditation requirements.
  • Support secure facility design, construction, and modification projects by identifying and mitigating vulnerabilities.
  • Must meet DOE O 470.6 for DOE TSCM Certification within required time frames and complete TEMEPST training and certification requirements.

Analysis, Reporting & Documentation

  • Perform vulnerability analyses of physical, acoustic, electromagnetic, and technical environments.
  • Document findings, develop risk‑based recommendations, and provide formal reports to leadership.
  • Contribute to incident response and investigations involving suspected technical surveillance activities.
  • Maintain accurate logs, schedules, and equipment calibration records.

Program & Resource Management

  • Oversee the readiness and lifecycle management of TEMPEST and TSCM equipment, tools, and technology.
  • Develop and implement inspection schedules and resource plans to meet mission requirements.
  • Track emerging surveillance technologies and recommend procurement of updated countermeasure tools.
  • Support program audits, compliance checks, and readiness reviews.

Training & Advisory Support

  • Provide subject matter expertise to leadership, security managers, and facility operators on surveillance risks and countermeasures.
  • Deliver training and awareness sessions for personnel on identifying and reporting potential threats.
  • Mentor junior staff in TSSC techniques, standards, and best practices.

Mission Alignment

  • Integrate TSSC operations with organizational security, counterintelligence, and cybersecurity objectives.
  • Collaborate with internal and external partners to ensure a unified defense posture.
  • Align TSSC activities with broader mission priorities to safeguard sensitive information and national security interests.
