The Field Intelligence Operations Division, residing within the National Security Sciences Directorate, invites candidates to apply to join the team as a Technical Security and Signals Countermeasures (TSSC) Team Manager to apply certified technical proficiency and leadership expertise to ensure security and safeguards throughout the SCIFs in accordance with DOE and IC policy. The TSSC Team Manager will lead the Oak Ridge National Laboratory’s SCIF Technical Security Team and Program regarding TSCM and TEMPEST activities.
This position combines advanced technical skills with strategic management and strict adherence to security protocols. The TSSC Team Manager will be responsible for ensuring Department of Energy (DOE) Orders, Intelligence Community (IC), and other contract-mandated Safeguards and Security requirements are communicated to ORNL management and staff.

You will lead and perform sensitive measurements and surveys of equipment and areas, as well as oversee evaluations as required and requested. Primary duties will include development, documentation, implementation, and compliance assurance of the TSCM and TEMPEST program.

- Oversee and ensure quality of TSCM and TEMPEST services, planning risk‑based operations in alignment with DOE policies and responding to scheduled and ad‑hoc requests.
- Serve as SME for technical security concerns, vulnerabilities, and corrective actions; provide guidance on DOE O 470.6, protocols, and counter‑threat policies.
- Plan and execute evaluations, inspections, and surveys within required time frames; review corrective actions and recommend upgrades to security systems and designs.
- Must meet DOE O 470.6 for DOE TSCM Certification within required time frames and completed TEMEPST training and certification requirements.
- Conduct analysis of surveillance, counter‑surveillance, detection, and other technical vulnerabilities.
- Prepare reports, briefings, and correspondence (inspection findings, recommendations, threat briefings, vulnerability/analytical reports).
- Maintain secure digital records of equipment, operations, training, reporting, and program documentation.
- Develop and maintain TSSC procedures; conduct annual self‑assessments.
- Manage TSSC equipment inventory, maintenance, calibration, and accountability.
- Submit and track budget requests, operational deliverables, and program resources.
- Organize and facilitate training for TSSC specialists, ensuring compliance and technical competence.
- Provide advice on technical security requirements for new construction, renovations, and design reviews.
- Deliver technical threat briefings, analytical products, and recommendations to senior officials and stakeholders.
- Safeguard DOE facilities, assets, and personnel through comprehensive technical security services.

- Work closely with researchers, scientists, and other internal stakeholders to ensure the computing environment effectively supports their projects. This role also involves coordination with internal security, compliance, and IT teams.
- Current TS clearance with SCI eligibility.
- Bachelor's degree and successful graduation from an approved Federal Government TSCM Training (Ex. Interagency Training Center) and a minimum of 12 years of current directly related operational experience. A combination of equivalent education and experience may be considered.
