Spectra Tech, Inc. has an immediate need for a Contract Administrator (Remote)

The organization is seeking a capable and motivated Contract Administrator to support sourcing, evaluation, price reasonableness determinations, negotiation, subcontract administration, and contract closeouts. The role also includes supporting the development of new suppliers and contributing to project success by reducing risks and liabilities related to supplier performance, pricing, delivery, and contractual commitments.

The ideal candidate is professional, flexible, and confident, with strong communication skills and the ability to collaborate effectively with suppliers, consultants, management, and internal teams. The Contract Administrator works closely with the broader supply chain organization, project personnel, and support functions to coordinate contract reviews and provide negotiation support when needed.

Responsibilities
  • Initiate and manage subcontracts from pre-award through post-award, focusing on performance, change control, quality, cost, and schedule.
  • Partner with internal requestors to understand procurement requirements and ensure the appropriate goods and services are sourced.
  • Select appropriate terms, conditions, and contract vehicles based on procurement needs.
  • Review Statements of Work to ensure requirements are clearly defined and unambiguous for prospective suppliers.
  • Lead solicitation and bidding activities including RFPs, RFQs, and EOIs.
  • Conduct cost and price analyses and prepare procurement summaries and basis-of-award documentation.
  • Perform market research to identify potential suppliers and develop a qualified and competitive supplier base through strategic agreements.
  • Support and implement broader supply chain strategies; manage a portfolio of subcontracts based on workload and program needs.
  • Support strategic sourcing activities for first-of-a-kind (FOAK) major equipment or capital procurement efforts.
  • Build and sustain a strategic supplier base to support current and future program requirements.
  • Negotiate pricing, terms, schedules, and delivery commitments with suppliers.
  • Issue subcontracts, purchase orders, and change orders; monitor and expedite orders to ensure timely delivery.
  • Ensure all procurement activity adheres to applicable prime contract requirements and organizational policies.
  • Identify and mitigate risks associated with FOAK designs, including supply chain disruptions, technical uncertainties, and intellectual property considerations.
  • Promote cost efficiency while maintaining quality and technical performance; support continuous improvement of procurement processes.
  • Verify receipt of items, resolve discrepancies, and review/approve invoices to support timely payment.
  • Maintain complete and accurate subcontract files and records; prepare procurement reports and metrics for management use.
  • Manage formal change processes and address subcontract interpretation issues, technical revisions, material changes, and schedule constraints in coordination with technical representatives.
  • Notify management promptly of any supplier-related or internal issues that could jeopardize performance.
  • Execute subcontract closeouts in a timely and compliant manner.
  • Perform additional procurement and contracting duties as assigned.
Key Qualifications and Skills Required
  • Bachelor’s degree in Business, Supply Chain Management, or a related field.
  • 5+ years of experience in Procurement or Subcontract Management.
  • Experience executing subcontracts compliant with FAR and/or 2 CFR 200 Procurement Standards
    .
  • Experience issuing, awarding, and administering flexibly priced subcontracts.
  • Strong understanding of federal cost principles.
  • Experience working with export-controlled information.
  • Ability to perform responsibilities with general supervision.
  • Comfort managing a sizable workload in a fast-paced environment.
  • Highly organized with strong follow-through; effective at collaborating across teams.
  • Clear communicator with strong relationship-building skills.
  • High integrity; respectful, transparent communicator; strong team orientation.
  • Self-directed and capable of taking ownership of outcomes.
  • Experience using ERP systems to support procurement and contract administration.
  • Motivated to learn, adaptable, and capable of expanding responsibilities over time.
Preferred
  • Experience in regulated or technically complex industries.
