Job DescriptionX-energy is seeking professionals to join our Training team in the role of Technical Training Manager. This position establishes programs and procedures for TRISO-X related to the learning needs of the technical roles within the fuel manufacturing facility and collaborates with stakeholders from across the business to design and develop learning solutions, implement the solutions, and measure and report on the effectiveness of the solutions.
Technical training needs relate to all aspects of the nuclear operations of a uranium fuel fabrication facility to ensure safe operation and protection of workers, the public, and the environment, in accordance with Nuclear Regulatory Commission (NRC) requirements in 10 CFR 70 and 20, Occupational Safety and Health Administration (OSHA) requirements in 29 CFR 1910 and 1926, and Environmental Protection Agency requirements in 40 CFR, among others.
Profile Tasks/Responsibilities
- Develop, define, and establish policies, programs, and procedures and provide oversight for technical training topics which include, but are not limited to, hands‑on radiological material handling and processing; nuclear safety, safeguards, and security; occupational health and safety; emergency preparedness; and other related technical, engineering, and regulatory support areas. On‑the‑job training methods may include instructor led, self‑study/e‑learning based, and hands‑on training, depending on the complexity of the training content and the expectations of the assigned role.
- Conduct and document needs assessments to define current learning needs of technical roles across the TRISO‑X organization.
- Collaborate with the leaders within the TRISO‑X organization to develop matrices which define the required technical training for each role within TRISO‑X and demonstrate compliance with regulatory requirements.
- Provide technical oversight of and allocate functional area resources, whether employees or contracted personnel / services, to achieve company goals and objectives. Provide input to staffing plan and budget annually to meet organizational requirements.
- Plan and oversee technical training material development, approval, delivery (in‑person and virtual), and revisions to ensure training is based on current, approved procedures, practices, and processes.
- Hire and manage a team of technical trainers who will train TRISO‑X staff and new hires. Initial facility start‑up may require a combination of in‑house and contract resources to meet the volume of trainees and timing of training delivery needs.
- Develop a process to measure the effectiveness of the learning solutions and report on this information to key stakeholders across the TRISO‑X organization.
- Oversee creation of training schedules, coordination of enrollment, and development of reports to monitor status of personnel training.
- Oversee learning management system tools to ensure training records are maintained.
- Consult with and advise operations, maintenance, engineering, safety/regulatory, and security personnel on the technical training impacts of new or proposed changes to processes, procedures, and facility designs/modifications.
- Develop/implement plans to conduct periodic technical training surveillances, inspections, walk‑down‑investigations, and audits/assessments of licensed activities, unusual incidents, and technical training programs for adequacy, effectiveness, and to ensure compliance with regulatory requirements and approved licenses, permits, procedures, and safety bases.
