What You'll Do

Within the Global Security and Strategic Partnerships (GSSP) Division, the Nonproliferation and Arms Control (NPAC) group is responsible for supporting a range of National Nuclear Security Administration (NNSA) and U.S. Government (USG) nonproliferation and arms control objectives. Specifically, the NPAC team focuses on leveraging current and historic Y-12 National Security Complex (Y-12) activities, infrastructure, and capabilities to support the USG’s nuclear nonproliferation missions.

As a member of the NPAC group, you will work with a highly-motivated multidisciplinary team that is engaging, friendly, mission-focused, and solution-oriented.

As a Nonproliferation and Arms Control (NPAC) Technical Integration Lead, you will have the ability to have a high level of ownership of the NNSA Office of International Nuclear Safeguards (NA-241) portfolio by establishing and executing strategic direction, building collaborations and partnerships, and directing and managing all phases of projects, while also providing technical expertise and oversight to projects within the position’s portfolios.

This position includes leadership and autonomy of multiple NA-241 programs, with a focus on strategic growth, creative new ideas, as well as expanding Y-12/NPAC support to new customers and directions. The desired candidate will primarily work with other NPAC team members on international nuclear safeguards projects, as well as serving in a technical visionary and integration role to leverage Y-12 capabilities;

the position also includes opportunities to apply expertise to a broad range of nonproliferation missions within the NPAC and GSSP team. The Technical Integration Lead is empowered to make commitments on behalf of NPAC, serve as spokesperson with and to federal customers for multiple independent programs, and determine program goals and objectives. This position reports to the Y-12 Director for Nonproliferation and Arms Control.

NPAC Technical Integration Lead responsibilities include (but are not limited to):

  • Advising the NPAC Director with strategic thinking and planning for the NPAC portfolio, with a particular focus on strengthening support to current customers and identifying opportunities for new growth areas
  • Exercising considerable latitude in determining priority objectives, approaches, and NPAC NA-241 or other customer goals
  • Applying specialized knowledge in safeguards technical areas and building and leading integrated teams to mission success
  • Mentoring new and junior staff in project / program management, nuclear nonproliferation, and related topics
  • Maintaining clear and consistent communications
  • Regularly assessing state-of-health of the NA-241 portfolio and its programs
  • Driving the direction of, leading, and executing projects, which may include: developing new technologies or materials, evaluating technology performance against defined objectives, writing research papers, and hosting events for domestic and international partners
  • Developing innovative research proposals, statements of work, cost estimates, contracts, and work requests, and obtaining budgetary funding for projects
  • Regularly interfacing with customers to ensure that assigned projects is planned and executed within cost and schedule parameters, and represent CNS to external customers
  • Maintaining personal accountability for scheduling and budgets, and coordinating all resources necessary to execute projects within established fiscal, schedule, and compliance boundaries
  • Managing multiple complex and independent programs and customers, impacting the most important short- and long-term objectives of the organization.
