BGS seeks a Quality (QA/QC)/Customer Representative oversight role embedded on site with the general contractor. Responsibilities:
• Reviewing subcontractor documentation.
• Performing surveillance of inspections conducted by the GC and their subcontractors.
• Monitoring work across multiple disciplines:
o Structural welding.
o Mechanical installations.
o I&C installations.
o Pipe routing.
o HVAC installation. QA/QC Skillset Requirements
The immediate need is Quality Assurance surveillance personnel. Focus is on:
o Verifying the General Contractor is executing work per their approved plans.
o Ensuring subcontractor oversight is effective.
o Confirming objective evidence is captured correctly and contemporaneously.
o Identifying gaps early to avoid downstream documentation issues. Experience in construction environments is strongly preferred.
• Primary technical oversight is performed by the construction management group.
• QA personnel will complement that oversight by:
o Monitoring how the General Contractor controls its subcontractors.
o Ensuring surveillance activities align with the General Contractor’s quality plan.
o Verifying that required inspections and notifications occur. Regulatory & Compliance Drivers
Because the project is under 10 CFR 70, the project must maintain objective evidence sufficient to support NRC related inspections. Additional compliance elements include:
• Use of third party special inspectors for IBC related code compliance.
• QA personnel must ensure:
o Special inspections are occurring as required.
o Notifications are properly issued.
o Documentation is retained to support future regulatory review. Skillset Needed
• Quality Assurance surveillance personnel, not certified welding inspectors.
• Strong construction field experience.
• Ability to verify execution to plan and ensure objective evidence is captured correctly.
• Familiarity with oversight of GC/subcontractor relationships.
• Experience in DOE/NRC regulated environments is beneficial.
• Experience with 10 CFR 70 is beneficial.
In addition to field QA surveillance, there is a parallel need for internal audit execution. Audit Program Requirements Audit Requirement Support to:
• Execute internal audits, regular assessments, and gap analyses.
• Develop audit checklists from the established audit plan.
• Perform audits aligned with ISO based criteria, with some scopes extending into NQA 1 elements.
• Provide baseline assessments of current program maturity to support future QA team growth. Requirements:
