Job Description
Ensure the quality that our first advanced nuclear fuel fabrication facility is built on — one inspection, one weld, one record at a time. The Construction Quality Oversight Engineer at TRISO‑X in Oak Ridge, TN, leads quality oversight across multiple work packages and disciplines, integrating Inspection & Test Plans (ITPs), Construction Quality Management Plan (CQMP) requirements, and regulatory expectations into cohesive oversight of contractors, suppliers, and subcontractors.
If you're selected, you'll serves as the primary quality interface for your section of the project — advising construction leadership on risk, trends, and improvement opportunities; implementing TRISO‑X oversight plans at the construction site; and developing the QA plans, method statements, and inspection and test plans that ensure every construction activity complies with project specifications, RFC and As‑Built drawings, and applicable standards.
Day to day, you'll verify materials and equipment are fit for purpose, properly certified, and calibrated; control and disposition non‑conforming work until it's corrected or removed; maintain audit‑ready QA/QC documentation (certificates, calibration records, test results, NCRs); coordinate ITP witness and hold points with contractors and authorities; and perform the audits, inspections, and oversight‑record reviews that keep the project's quality posture sound.

Tasks/Responsibilities:
- Leads quality oversight for multiple work packages or disciplines, integrating ITPs, CQMP requirements, and regulatory expectations across contractors.
- Serves as primary quality interface for a section of the project, advising construction leadership on risk, trends, and quality improvements.
- Guides others in nonconformance control, records management, and advanced inspection techniques, and may lead portions of audits or qualification assessments.
- Implement TRISO‑X oversight plans at construction site.
- Develop and implement quality assurance plans ensuring that all construction activities comply with project specifications and standards. This includes preparing method statements, inspection and test plans, and quality management policies and procedures.
- Evaluate and document the quality of the construction performed by the construction team, suppliers, and/or subcontractors, ensuring compliance with project requirements, RFC and As‑Built drawings, and specifications.
- Review and assess the quality of material used in construction, ensuring they meet the required specifications. This involves conducting inspections and tests on materials before they are used on‑site.
- Maintain comprehensive QA/QC documentation, including certificates, calibration records, test results and non‑compliance reports. Ensure that all documentation is accurate and readily available for audits and inspections.
- Verify that equipment used in the construction process is fit for purposes, properly calibrated, and maintained as required.
- Identify and report non‑compliant construction work or supplied products upon discovery and monitor the disposition of non‑conformances. Control the further processing, delivery, installation, or use of non‑compliant construction work or supplied products until the issues are corrected, controlled, or removed.
- Coordinate and notify all quality activities as indicated in the ITPs with Quality team, and other relevant parties, including contracting authorities, utilities, and governmental authorities.
- Coordinate with subcontractors and the client and ensure ITP Witness/Hold points implementation as per contract and technical specification requirements.
