The Laboratory Protection Division (LPD) at the Oak Ridge National Laboratory (ORNL) is seeking a Security Risk Analyst to work as part of a cross‑functional team responsible for systematically evaluating Department of Energy (DOE) assets for security threats, vulnerabilities, performance, and cost‑risk analysis. This position resides in the Physical Security Team in the Security Programs Group, Laboratory Protection Division, Facilities and Operations Directorate, at Oak Ridge National Laboratory (ORNL).

Duties/Responsibilities:
  • Lead multiple analytical projects annually to support DOE risk management decisions with minimal oversight.
  • Communicate status updates and results to Laboratory Protection Division management, Laboratory organizations, and other Prime Contractors in a clear and concise manner.
  • Adhere to the DOE Order 470.3C, Design Basis Threat to maintain compliance.
  • Conduct assessments of Nuclear Material Control and Accountability (NMC&A) operations, Physical Security, Protective Force and Security Systems functions.
  • Assist in the development of security plans for facilities at ORNL ensuring required protection measures are in place to protect special nuclear material, classified matter, and other DOE assets based upon analysis.
  • Working knowledge of current versions DOE Order 473.1A, Physical Protection Program, DOE Order 470.4C, Safeguards and Security Planning, and DOE Order 470.3C, Design Basis Threat.
  • Understand the graded protection approach and security risk assessment process and the ability to practically evaluate protection measures.
  • Assist with performing remediation and mitigation planning to develop options to reduce mission risks and vulnerabilities.
  • Provide support for development/revision of Standard Based Management System subject areas, internal procedures, facility security plans, and the ORNL Site Security Plan.

Basic Qualifications:
  • A BS degree in Homeland Security, Security Management, Security Risk Management or related field.
  • A minimum of 8 years of relevant experience in security risk management or safeguards and security related field. An equivalent combination of education and experience may be considered.
Preferred Qualifications:
  • A MS degree in Homeland Security, Security Management, Security Risk Management or related field.
  • Experience performing Vulnerability Assessments and/or Security Risk Assessments on radiological, chemical, or biological assets.
  • Experience performing insider threat analyses.
  • Proficient in both qualitative and quantitative analysis techniques.
  • Experience in the application of assessment methods which illustrates the candidate maintains a high level of proficiency in the identification of security vulnerabilities and developing effective measures to mitigate the identified weaknesses.
  • Active DOE security clearance.
  • Motivated self‑starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast‑paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements :
  • Q or L Clearance:
    This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre‑placement drug test and participation in an ongoing random drug testing program.
