The Strategic Business Development Manager for the Cyber Resilience and Intelligence Division provides strategic, programmatic, and business development leadership to strengthen and expand CRID’s mission portfolio. This role drives long‑term division strategy, identifies emerging mission needs, shapes new program opportunities, and cultivates sponsor relationships across the defense, homeland security, and intelligence communities. The Strategic Development Manager helps position CRID as a national leader in cyber resilience, cyber‑physical systems security, analytics, and intelligence mission solutions.

This position plays a critical role in guiding program growth, aligning research capabilities with sponsor priorities, and building partnerships that advance CRID’s technical and mission impact.

Major

Duties and Responsibilities:
  • Lead development and execution of division‑level strategies that expand CRID’s cyber and intelligence program portfolio and increase national‑security impact.
  • Identify, shape, and pursue business development opportunities across DoD, DHS, the Intelligence Community, and other federal security sectors; coordinate capture planning and proposal development.
  • Assess cyber and intelligence mission gaps, emerging threats, and national priorities to inform CRID’s R&D strategy and program direction.
  • Promote CRID capabilities and research strengths to federal sponsors, national laboratories, industry partners, and academic collaborators; represent CRID in high‑visibility program engagements.
  • Integrate diverse CRID research teams and capabilities into cohesive, mission‑aligned program initiatives.
  • Build and expand partnerships with federal agencies, national labs, universities, and industry to create synergistic opportunities for cyber resilience and intelligence program development.
  • Support the recruitment, mentorship, and professional development of staff engaged in cyber, analytics, and intelligence mission research.
  • Provide strategic guidance for shaping sponsor‑driven research portfolios, ensuring they are aligned with CRID mission objectives, properly resourced, and executed with strong cost and schedule performance.
  • Apply ORNL’s Safe Conduct of Research principles and uphold laboratory values, ethics, and scientific integrity throughout CRID program activities.
Basic Qualifications:
  • BS in Business Management/Leadership
  • Graduate degree or certificates in Organizational Leadership and Development
  • At least 25 years of experience in Federal Service with the Department of Defense and/or Intelligence Community.
  • Experience leading federal organizations in Cyber Intelligence, Weapons and Counter proliferation, and Counter terrorism.
  • At least 5 years experience with Department of Energy National Laboratories.
  • Experience writing successful R&D proposals, research plans, and engaging government agencies to capture sponsored research programs.
  • Experience managing medium/large research projects and presenting project results.
  • Experience managing/mentoring students or researchers and recruiting new staff.
Preferred Qualifications:
  • Knowledge and experience with managing personnel across multiple organizations such as directorates or national laboratories.
  • Demonstrated ability to effectively interact with senior levels of client management and others involved in technical and managerial endeavors.
  • A successful record of developing and/or maintaining partnerships and collaborative relationships with universities, industry, and research laboratories.
  • Excellent interpersonal skills, the ability to work independently, outstanding written and oral communication skills, good organizational skills.
