Proposal Manager

We’re seeking a Proposal Manager to lead the development of competitive proposals and support Flow West’s business development efforts. This role is central to how we pursue new opportunities, build client relationships, and communicate our mission.

• Proposal Development
• Manage RFP administration, kickoff meetings, and subconsultant coordination.
• Draft and format non‑technical content, oversee QA/QC, and ensure timely submission.
• Maintain and update collateral such as project descriptions and resumes.
• Support interview preparation and presentation materials.
• Client & Partner Engagement
• Conduct background research on target clients and opportunities.
• Maintain contact lists and assist with outreach follow‑up.
• Track memberships, sponsor ships, and events.
• Coordinate conference logistics and booth materials.
• CRM & Data Management
• Maintain CRM records, including contacts, pursuits, and activities.

• Experience managing proposals in professional services (A/E/C industry preferred).
• Strong organizational and communication skills.
• Ability to coordinate multiple deadlines and stakeholders.
• Familiarity with CRM systems and marketing tools.
• Passion for environmental stewardship and water resources.
