The Project Controls Analyst – Development will support project teams during feasibility, scoping, permitting, and capital authorization phases for transmission, substation, large‑load (data center), and grid modernization programs.
You will help establish early cost frameworks, milestone schedules, risk models, and funding documentation before projects transition to execution teams.
Role & ResponsibilitiesDevelopment Cost Planning & Capital Modeling
- Supporting development-phase cost estimates and preliminary capital budgets
- Assisting with cost benchmarking and conceptual estimating
- Developing early‑stage cash flow projections and funding profiles
- Supporting capital authorization packages and internal approval gates
Schedule Development (Pre‑Construction)
- Building and maintaining milestone‑driven development schedules
- Tracking regulatory, environmental, permitting, and interconnection milestones
- Identifying schedule risks related to agency approvals or stakeholder coordination
- Supporting scenario analysis for alternative routing or siting options
Risk & Governance Support
- Supporting quantitative and qualitative risk assessments
- Assisting in contingency modeling prior to baseline establishment
- Tracking development risks across feasibility and pre‑engineering phases
- Preparing executive‑level risk summaries for portfolio governance reviews
Regulatory & Interconnection Coordination
- Supporting schedule and cost tracking for CPUC, CAISO, and internal governance approvals
- Monitoring interconnection study timelines and system impact assessments
- Assisting in tracking deliverables tied to environmental and permitting processes
Reporting & Portfolio Alignment
- Preparing monthly development‑phase dashboards and executive updates
- Supporting alignment between development, engineering, and finance teams
- Assisting with transition documentation from development to execution teams
- Bachelor’s degree in engineering, Construction Management, Finance, or related field
- 5+ years of project controls or capital planning experience
- Experience supporting utility infrastructure development, renewable interconnection, transmission planning, or substation development
- Familiarity with development lifecycle phases (Concept → Feasibility → Permitting → NTP)
- Strong proficiency in Primavera P6 (milestone‑based scheduling)
- Advanced Excel skills for modeling and financial forecasting
- Experience supporting capital authorization or funding approval processes
- Strong understanding of risk modeling and contingency planning
- Experience in a regulated IOU environment
- Exposure to CAISO interconnection processes
- Experience with CEQA or environmental permitting milestone tracking
- Familiarity with Eco Sys, SAP, or similar capital governance systems
- PMP or AACEI certification (CCP/PSP) is an asset
- Work on major infrastructure and capital projects
