Job DescriptionAECOM offers a senior-level Environmental Planner/Project Manager – Energy role in the Environmental Planning and Permitting (EPP) team based in Northern California. The hybrid position can be located at our Sacramento, Oakland, San Francisco, or San Jose offices. You will lead project teams, collaborate with environmental planning practitioners and technical SMEs, and prepare environmental documents focused on permitting and entitlement work for energy developers and utilities.
Key responsibilities include:
- Lead environmental planning and compliance work and support the development of environmental documents and studies in compliance with the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and other federal and state regulations.
- Manage early‑stage due diligence efforts for siting energy projects and associated infrastructure.
- Project‑manage mid‑to‑large‑sized projects, developing and tracking schedules, budgets, invoicing, and coordinating with clients, technical staff, and subconsultants.
- Work on high‑profile infrastructure projects, focusing on energy‑sector entitlements and environmental documentation.
- Contribute to marketing and business development, preparing proposals and cost estimates as a seller‑doer.
- Provide leadership in mentoring personnel, reviewing their work, and offering constructive feedback on project tasks.

Minimum Requirements
- Bachelor’s degree in environmental planning or related field.
- 6 years of relevant experience preparing CEQA/NEPA documents, routing and siting analysis, critical issue analysis, land‑use entitlement applications, and/or overseeing multidisciplinary teams for technical studies and permitting in electric transmission and renewable energy.
- A valid U.S. driver’s license.
- U.S. citizenship required.
- 12 years of experience successfully managing CEQA/NEPA documentation and a strong understanding of current regulations.
- Experience with California planning and resource agencies and the processing of land‑use entitlement applications.
- Licensing experience with the CPUC and other state transmission agencies.
- Supporting NEPA and technical studies for projects on federal lands.
- Project management experience on environmental planning and permitting projects.
- Strong organizational, spreadsheet/document tracking skills, and the ability to manage multiple projects simultaneously.
