Lead Plans Examiner & Permitting Supervisor

Position

Under general direction, the incumbent plans, organizes, and directs activities of the plans checking and permit issuing divisions of the Building Inspection Department. The role involves performing complex plans checking, supervising Engineers, Plans Checkers, and Building Inspection Technicians. Direct reports to the County Building Official (BO) and assists BO in streamlining the permit issuance process, recommending policies and procedures for the building division, and utilizing new technology to improve productivity and public services.

• Education:
  
  Bachelor’s degree in civil or structural engineering or architecture from an accredited college or university.
• Experience:
  
  Five (5) years full‑time experience in civil or structural engineering, reviewing life safety requirements and enforcing building code compliance, plus at least one (1) year full‑time supervisory or administrative experience.
• License:
  Valid California Motor Vehicle Operator’s License.
• Desirable
  
  Certifications:
  
  Valid Certificate of Registration as a Civil Engineer or Architect issued by the California State Board; current ICBO/ICC Plans Examiner Certificate.

• Knowledge of building design, construction, inspection techniques, modern construction methods, applicable codes, regulations, county/state/federal laws, and the building inspection program philosophy.
• Ability to read and interpret plans, specifications, building codes and laws; analyze complex construction problems and recommend solutions; plan and organize; communicate orally and in writing; establish effective relationships with staff and the public; remain flexible to change; adapt to stressful situations; demonstrate effective leadership.

• Initial review of application and supplemental questionnaire to verify minimum qualifications.
• Oral examination weighted 100% of the final score, administered virtually or in person, may include situational exercises.
