Project Manager / NEPA Environmental Planner

Environmental Science Associates (ESA) is searching for a highly motivated Project Manager / NEPA Environmental Planner to support energy-related projects in California, Nevada, and Arizona. The role requires 10+ years of related work experience and a bachelor’s or master’s degree in environmental planning, policy, science or an interdisciplinary field. The candidate must manage NEPA and BLM regulatory analysis, PMAC services, and environmental compliance, and have experience preparing third‑party NEPA documents with supporting applicant‑prepared NEPA documents.

You Are
  • Experienced project manager with 10+ years focused on energy projects.
  • Strong record of mentoring and managing complex or controversial environmental documents.
  • Extensive knowledge of NEPA and related federal regulations, including BLM manuals, instruction memorandums, supplemental environmental reports and drafting of Cat Ex, EA, EIS documents.
  • Capable of leveraging a network of energy developers to grow a high‑value book of business for renewable energy projects.
  • Strong intellectual curiosity, leadership skills and innovative problem‑solving abilities.
  • Capable of tackling regulatory and development challenges for private energy developers and public agency clients.
  • Experience managing a project from initiation through completion, including proposal development, scheduling, budgeting and financial performance tracking.
  • Excellent writing and communication skills, able to present complex information to clients, agency staff and the public.
  • Proactive, respectful leader who works collaboratively across multidisciplinary teams.
  • Partners closely with clients and team members to deliver projects on time and within budget, and has interest in business development.
What You Will Do for ESA
  • Lead energy projects of varying complexity as a technical specialist in environmental planning and review.
  • Manage projects through the NEPA process, ensuring NEPA‑compliant documents meet scope, budget, schedule and quality expectations.
  • Coordinate tasks with technical disciplines, track progress, conduct quality reviews and oversee professional work products.
  • Serve as primary author for planning and environmental documents, lead client and public meetings and communicate complex information clearly.
  • Mentor staff on the NEPA process, provide peer review and coach on objective, defensible language aligned with agency standards.
  • Contribute to marketing and business development, including developing scopes, budgets and participating in proposals and interviews.
  • Lead business development and client engagement efforts to identify opportunities, gather competitive intelligence and drive win probability.
  • Manage multiple responsibilities and deadlines in a fast‑paced environment, both independently and collaboratively.
