Associate Civil Engineer

The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive, and effective services. Agency services include flood control planning and design, storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections.

The Associate Civil Engineer is an advanced journey-level professional civil engineering role. Responsibilities include varied field and office work, difficult design on a project basis, leading technical and construction staff, advising field staff, and training lower-level staff. Assignments may involve design units in several divisions, resident engineer roles on public works construction projects, and final review of all civil and structural plans submitted by private builders.

• Flood Control (1 Vacancy) – Design and implement flood control improvement projects that protect lives, property, and infrastructure by reducing flood risks, support economic stability, and enhance community resilience. Projects also improve water quality and protect habitats.
• Building Inspection Development (1 Vacancy) – Review building plans, engineering calculations, energy reports, and related documents for conformance with building codes and structural design standards; advise field inspection and office staff; assist with building permit issuance and electronic permitting system.

• Proven work experience as a Public Works Engineer or similar role emphasizing capital improvement projects and construction.
• Strong knowledge of public agency standards, municipal and environmental regulations, and ability to research and interpret local, state, and federal regulations.
• Ability to manage multiple project reviews and meet deadlines.
• Experience developing and implementing cost and schedule plans based on relevant market and industry standards.
• Strong interpersonal and communication skills across staff, consultants, developers, and the public.
• Proficiency with engineering software and technologies, including Autodesk Civil 3D.
• Experience planning and designing Capital Improvement Program projects, including roadway, pedestrian, bicycle, and bridge improvements.
• Experience reviewing contractor submittals and RFIs to maintain design intent during construction.
• Experience preparing reports, technical documents, and grant applications; coordinating with stakeholders and partner agencies.
• Experience with building plan review, inspection, and design in accordance with California building standards, ADA provisions, and ASCE7 structural requirements.
• Possession of a Certificate of Registration as a professional civil engineer issued by the California Board of Registration for Civil and Professional Engineers.

• Education:
  
  Bachelor's degree in civil engineering from an accredited institution.
• Experience:
  
  One year full-time experience in the assistant engineer classification of the Alameda County classified service, OR three years progressively responsible professional civil engineering experience.
• License:
  Valid California Professional Engineer license issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.
• Driver’s license:
  Valid California Motor Vehicle Operator's license.
